1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Orders under section 6, 35, 45, 46 and 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Orders would be, in The Drive E17, Vine Street E17, Brantwood Close E17 and the unnamed housing estate roads adjacent Walton House, Maple House and O'Grady House E17 (housing estate roads and public highway), to provide and regulate: -



(i) on-street permit holder parking places (available only to resident permit holders, carers permit holders, visitor permit holders, business permit holders, tradespersons permit holders, essential user permit holders and essential user pool permit holders) operating between 8 am and 6.30pm on Mondays to Saturdays inclusive and 12 blue badge disabled person's parking bays operating 'at any time' (available to blue badge holders and carers permit holders); and



(ii) 'at any time' waiting restrictions in all on-street lengths, other than where the parking places referred to in sub-paragraph 2.(i) above would be provided, or that already exist;



3. The general effect of the Orders would be, on land (off-street areas) adjacent: The Drive E17 and Vine Street E17 (land that is not housing estate road or public highway), to provide and regulate: -



(i) off-street permit holder parking areas operating at any time, comprising of a total of 25 permit holder parking bays (available to resident permit holders, carers permit holders, visitor permit holders, business permit holders, tradespersons permit holders, essential user permit holders and essential user pool permit holders) opposite (1) Gaitskell House, E17 and (2) Nos. 3 and 5 Vine Street - operating between 8 am and 6.30 pm on Mondays to Saturdays inclusive; and 2 blue badge disabled person's parking bays operating 'at any time' (available to blue badge holders and carers permit holders); and



(ii) to provide a ban of waiting 'at any time' by any vehicle in the off-street areas other than where the parking bays referred to in sub-paragraph 3.(i) above would be provided.



The Orders would further provide for the issue of permits for certain use in and other terms and conditions of use for the above on-street parking places or in off-street parking bays.

4. Permits and visitor permits will be available to eligible residents of ('excluding any car-free property):



(i) The Drive E17 namely: Nos. 49; Batten House E17 3BX; Bradwell House E17 3DB; Cedars House E17 3DP; Fanshaw House E17 3BY; Gaitskell House E17 3DD; Gower House E17 3DL; Hancocke House E17 3DA; Kimm House E17 3DR; Latham House E17 3DT; Mace House E17 3DE; Manning House E17 3DG; Maple House E17 3DN; O'Grady House E17 3DS; Poplars House E17 3DW; Southgate House E17 3DU; Temple House E17 3DJ; Trinity House E17 3BZ and Walton House E17 3DH; and



(ii) Brantwood Close E17 3DY;



to park in parking places or parking bays referred to in paragraph 2 and 3 of this Notice. Resident permits, carers permits, visitor permits, business permits, tradespersons permits, essential user permits and essential user pool permits would also be available;

'Note: Where an agreement has been made with the tenant or owner of a property situated in any road or land mentioned in this notice under section 106 of the Town and Country Planning Act 1990, or section 16 of the Greater London Council (General Powers) Act 1974, or both, restricting the parking of any motor vehicle; no permits will be granted, or only a limited number of permits would be granted, or as the case may be, only permits for specific users would be granted to the tenant or owner of that property subject to the planning agreement

5. Regarding the parking places and bays referred to in paragraphs 2 and 3 of this Notice, any vehicle with a valid permit displaying the letters 'H-TD' may use any permit holders only parking places or bays as signed with the zone identifier 'H-TD' and any vehicle displaying a valid disabled person's Blue Badge may park within the 'disabled badge holder' bays.



6. Eligible residents of No. 49B The Drive E17 and of, Hyacinth House, Vine Street E17 3GG and Hibiscus House, Vine Street E17 3GF would be eligible for visitor permits to be used in the H-TD' permit parking places or bays;



7. The above measures are necessary to ensure that parking and waiting facilities are maintained for the use of eligible residents of the estates, their visitors, disabled persons and other permit holders agreed by the Council. These measures will also prevent parking and waiting where it could cause an obstruction, particularly to emergency services and refuse collection vehicles.



8. H-TD' residents and business permits will be charged on a basis of C02 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents' visitor permits are obtainable as paperless permits or as scratch-cards at a rate of 70p/hour.
