EXPERIMENTAL: INTRODUCTION OF TUDOR ROAD (TU) (T24a(22)) AND WAD HAM ROAD (WD) (T24b(22)) CONTROLLED PARKING ZONES (CPZ), EXTENSION OF ABBOTTS PARK/ MIDLAND (AM) CPZ (T24c(22)) AND TIME EXTENSION OF LEYTON WEST (LNW) CPZ (T24d(22))

1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (the Council) on 12* May 2022 made:



(a) The Waltham Forest (Charged-For Parking Places) (Amendment No. 127) Experimental Order 2022 [relating to TU CPZ];



(b) The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 127) Experimental Order 2022 [relating to TU CPZ\;



(c) The Waltham Forest (Charged-For Parking Places) (Amendment No. 128) Experimental Order 2022 [relating to WD CPZ\;



(d) The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 128) Experimental Order 2022 [relating to WD CPZ\\



(e) The Waltham Forest (Charged-For Parking Places) (Amendment No. 129) Experimental Order 2022 [relating to AM CPZ];



(f) The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 129) Experimental Order 2022 [relating to AM CPZ\;



(g) The Waltham Forest (Charged-For Parking Places) (Amendment No. 130) Experimental Order 2022 [relating to LNW CPZ];



(h) The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 130) Experimental Order 2022 [relating to LNW CPZ\;



under sections 9 and 10 of the Road Traffic Regulation Act 1984. The Orders will come into force from 19°' May 2022 and may continue for up to 18 months from the date the Orders come into force.

2. The general effect of the Orders mentioned in items 1 (a) and (b) would be, as an experiment, to:



(a) provide a new CPZ in Tudor Road E4 comprising 'TU' permit holders parking places, which would operate between the hours of 7.30 a.m. and 10.30 p.m. Monday to Sundays, on both sides, except where new waiting restrictions are placed;



(b) introduce new lengths of waiting restrictions operating between 7.30 a.m. and 10.30 p.m. Monday to Sundays (single yellow lines) in the remainder of the street between the permit holders parking places referred to in item 2(a) preceding above and outside where double yellow lines exist;



(c) include all properties in Tudor Road E4 in the eligibility list for 'TU' parking permits (see various parking permits in item 6 and 7) (excluding any 'car free' property) and visitor permits; and



(d) vehicles displaying any valid permit displaying the letters TU may use any of the permit parking places provided in Tudor Road E4.



3. The general effect of the Orders mentioned in items 1 (c) and (d) would be, as an experiment, to:



(a) provide a new CPZ in Wadham Road E17 - between No. 103 and 205 Wadham Road; and Wadham Avenue E17 - between its junction with Wadham Road and the northern boundary of Nos. 55 and 56 Wadham Avenue which would operate between the hours of 7.30 a.m. and 10.30 p.m. Monday to Sundays.



(b) Provide a Free Short Stay parking place operating between 7.30 a.m. and 10.30 p.m. Monday to Sundays with a 1 hour free stay and no return in 3 hours outside Nos. 147 and 155 Wadham Road.



(c) Entry and parking within the CPZ mentioned in item 3(a) preceding will be indicated by the signs "Permit holders parking only past this point" with no specific parking places marked on the carriageway. Existing "at any time" waiting restrictions would continue to operate within the zone.



(d) include property:



(i) Nos. 1 to 56 Wadham Avenue E17; Nos. 103 to 205 Wadham Road E17 (odds only) and Nos. 196 to 202 Winchester Road E4 in the eligibility list for 'WD' parking permits (see various parking permits in item 6 and 7) (excluding any 'car free' property) and

(e) vehicles displaying any valid permit displaying the letters 'WD' may park within the sections of roads mentioned in item 3(a) preceding.



4. The general effect of the Orders mentioned in items 1 (e) and (f) would be, as an experiment, to:



(a) provide new 'AM' CPZ permit holders parking places in Leyton Green Road (LGR) E10 on (1) the west side outside Nos. 107-115, (2) at two locations outside Nos. 76-92, and (3) in seven locations between Matlock Road and Cheltenham Road, which would operate between the hours of 8 a.m. and 6.30 p.m. on Monday to Friday;



(b) introduce new lengths of 8 a.m. and 6.30 p.m. on Monday to Friday waiting restrictions (single yellow lines) on uncontrolled kerbside between the permit holders parking places referred to in item 4(a) preceding, (1) on the east and south-east sides - outside Nos. 20-22, 32, 34, 38, 88-90 LGR and across the garage entrance to the rear of No. 2 Matlock Road, and (2) outside No. 115 LGR. Existing "at any time" and other waiting restrictions operating at different times would continue without change within Leyton Green Road;



(c) Provide a Free Short Stay parking place operating between 8 a.m. and 6.30 p.m. Monday to Fridays with a 1-hour free stay and no return in 3 hours outside Nos. 34 and 36 LGR.



(d) to include property:



(i) Nos. 18-36 LGR inclusive (evens); Flats 1-47 - No. 38 Whitehouse (inclusive), off LGR; Nos. 38A-64E Whitehouse Estate inclusive (evens), off LGR; Nos. 78-90 and 110-130 inclusive (evens) LGR and Nos. 99 and 105-117 inclusive (odds) LGR; and Nos. 1-24 inclusive, Whitehouse Mews E10 6EY and Nos. 764 to 782 High Road, Leyton E10 (evens inclusive) in the eligibility list for 'AM' parking permits and visitor permits (see various parking permits in item 6 and 7);



(ii) No. 92 and 101 Leyton Green Road E10 for visitor permits only; and (d) vehicles displaying any valid permit displaying the letters 'AM' may



park within parking places mentioned in item 4(a) preceding or in the 'AM' CPZ in general.

5. The general effect of the Orders mentioned in items 1 (g) and (h) would be, as an experiment, to change the hours of operation of LNW CPZ so that it operates between 10 a.m. and 4 p.m. on Mondays to Saturdays inclusive. The LNW CPZ permit parking places and single yellow line waiting restrictions within LNW CPZ will operate at the new CPZ times. All other parking provision (not permit holders only) within the boundary of the LNW CPZ will remain unchanged.



6. 'residents' permits, business permits, charity permits (eligible for charities registered with the Charities Commission only), visitors' permits, school staff term-time only permits, residents' foreign vehicle permits, essential user permits, carers permits and tradespersons' permits, may be granted, on payment of the appropriate charge as specified in item 7 following, to a person who is the keeper of a passenger vehicle (having 8 passenger seats or less) or a certain type of goods vehicle or a motor cycle, providing that in the case of -



(a) a residents' permit, they are a resident of a property eligible to purchase permits as listed in items 2-4 preceding and their vehicle is UK registered to that address;



(b) a foreign vehicles residents' permit, they are a resident of a property eligible to purchase permits as listed in items 2-4 preceding and their vehicle is registered outside of the UK;



(c) a business permit or charity permit or business visitor's permit, they have a business or charitable organisation in a property eligible to purchase permits as listed in items 2-4 preceding and that the permit is for a vehicle which is essential to the operation of that business or charity and is used in the purchase and sale of goods or services in connection with that business or charity;



(d) an essential users permit or carers permit, they are either a doctor or carer who has a surgery in or works in the London Borough of Waltham Forest, or employed by or contracted to the Council, or employed by or contracted to a health authority, or employed by the Metropolitan Police (including Police officers), or employed by the London Fire and Civil Defence Authority, or a company that services fire-fighting appliances and for whom the use of a vehicle is essential to the carrying out of their public service duties, or to any carer registered with the Council who is in receipt of a DWP Carers Allowance and who is providing care to a resident living in a CPZ in the London Borough of Waltham Forest ('the borough'), regardless of whether or not that carer resides in the borough. The Council will, in addition, consider applications for a carers permit on a case by case basis from carers who are not in receipt of a DWP Carers Allowance but who provide care to a resident living in a CPZ in the borough. Medical documents will need to be provided to the Council by the resident receiving care to support such an application. In such a case the carers permit will be charged at the current resident parking permit charge rates.



(e) a school staff term-time only permit, they are a registered member of staff at a primary or secondary school situated in any road mentioned in items 2-4 preceding (except any school registered under the definition of 'car free' establishment), who has a bona fide reason to drive to that school;



(f) a tradespersons permit, which may be applied for by CPZ residents on the behalf of tradespersons engaged in work at their home address in any road mentioned in items 2-4 preceding.



7. For parking in any of the zones mentioned in items 2-4 preceding, residents and business permits will be charged on a basis of C02 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents' visitor permits will continue to be obtainable as paperless permits or as scratch-cards at a rate of 70p/hour. 8. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.

10. The Council will be considering in due course whether the provisions of the experimental Traffic Orders should be continued in force indefinitely by means of permanent Traffic Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to: Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing:

in respect of the Orders referred to in this Notice, reference T24abcd(22) -TU and WD CPZ provision, AM extension and LNW CPZ time change. Any objection may be communicated to, or be seen by, other persons who may be affected.



11. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
