WAITING AND LOADING RESTRICTIONS, CONTROLLED ZONE PARKING (CPZ) PLACE PROVISION AND AMENDMENTS PROVISION OF CYCLE HANGARS IN CPZ PARKING AREAS

The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 131) Order 2022

1. NOTICE IS GIVEN that the London Borough of Waltham Forest (the 'Council') on 12* May 2022 made the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Orders will be in:



(a) Badlis Road (BD) E17 - east side - reduce permit parking by 4 metres outside Nos. 2 and 4 BD and extend an existing blue badge disabled person's parking place by 1.4 metres southward and provide double yellow line "at any time" waiting restrictions for 1.8 metres outside No. 2 BD;



(b) Colville Road E11 - south-west side - convert 2 metres of permit parking space outside the flank wall of No. 81 Grove Green Road to single yellow line no waiting restriction (syl) (extending the existing syl) operating Mondays to Saturdays 8 a.m. to 6.30 p.m. inclusive (provision of dropped kerb);



(c) Leybourne Road (LY) E11 - south side - remove 3 metres of permit parking space to provide space for cycle hangar apparatus under section 63 of Road Traffic Act 1984 outside No. 67 LY (underlaid by double yellow line "at any time" waiting restrictions);



(d) Lindley Road (LD) E10 - south-west side - convert 5 metres of double yellow line "at any time" waiting restrictions outside the flank wall of No. 460 High Road Leyton to parking space place for 'GGW permit holders only operating Mondays to Fridays 8 a.m. to 6.30 p.m. (inclusive);



(e) Stoneydown E17 - north-west side - reduce double yellow line "at any time" waiting restrictions by 51 metres (to provide unregulated kerb side parking space);



(f) Wilmot Road (WIL) E10 - north-west side - convert 7.3 metres of double yellow line "at any time" waiting restrictions between Nos. 39a and 41 WIL to parking space place for 'WR' permit holders only operating Mondays to Saturdays 8 a.m. to 6.30 p.m. (inclusive); and



(g) Make minor correction to existing orders so that they accurately reflect the provision of permit parking space on the highway namely outside No. 53 Devonshire Road E17. No changes will be made on the highway other than what was confirmed as proposed on 16'" December 2021 in the East London and West Essex Guardian.



2. The proposal to convert 3 metres of kerb side permit parking area to provide space for cycle hangar apparatus under section 63 of Road Traffic Act 1984 opposite No. 90 and 92 CL Colchester Road (CL) E17 on 3rd March 2022 is deferred, and at a future time will either be made as proposed, re-proposed or abandoned.



3. Copies of the Orders, which will come into operation from 12* May 2022 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
