NOTICE IS HEREBY GIVEN that on 8 July Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders, which come into force on 15 July further amend the Oxfordshire County Council (Various Streets, Oxford) (Waiting and Loading Restrictions) Consolidation Order 2009; the (Oxford) (Lye Valley Area) (Restricted Parking Zone and Waiting Restrictions) Order 2016; and the (Girdlestone Road) (Controlled Parking Zone and Waiting Restrictions) Order 2006. This update relates to the improved Access to Headington road works previously approved at the Cabinet Members Decision meeting in June 2016. The order amends waiting restrictions in The Slade to remove permit parking, permitted waiting, and restricted waiting during the day, so as to Prohibit Waiting at any Time (double yellow lines) for its entire length on both sides, with exemptions for loading and access to properties maintained.

If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 8 July 2019 apply to the High Court for this purpose. NOTICE IS HEREBY GIVEN that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders will further amend the Oxfordshire County Council (The City of Oxford (Various Streets Cowley Area) (Traffic Regulation) (Consolidation) Order 1997, the Oxfordshire County Council (The Lakes, Headington) Controlled Parking Zone and Waiting Restrictions) Order 2007, and the (Headington Central) (Controlled Parking Zone and Various Restrictions) Order 2005. The City of Oxford (Cherwell Drive Area) (Traffic Management) Order 1993, and the (Cherwell Drive Service Road Oxford) (Prohibition of Waiting and Designated Parking) Order 2008 will be revoked and incorporated into the newly proposed orders. This proposal is an update towards the improved Access to Headington, some matters were previously approved at the Cabinet Members Decision meeting in June 2016. Certain changes have been taken on during the course of the works during ongoing local consultation, resulting in this further public consultation. The effects of the proposals are as follows:
1. Cherwell Drive Service Road -
(a) to fit with new road alignment and traffic calming measures, the areas of 'No Waiting at Any Time' and 'No Waiting 8.00am to 6.30pm Monday to Saturday' have been reconfigured; and
(b) the One Way Direction of traffic will be reversed to flow from northwest to southeast (i.e. from Marsh Lane to Copse Lane).
2. Headley Way - 'No Waiting at Any Time' (double yellow lines) will be reconfigured as follows:
(a) Northeast side; from Copse Lane to Staunton Road West,
(b) Southwest side; (i) from 23 metres northwest of St Josephs First School entrance to Staunton Road West, (ii) from opposite the boundary of Nos.61/63 to 6 metres south of Nos. 60/60a, and (iii) from 25 metres northwest of Copse Lane, south-eastwards for 85 metres.
Headley Way (southwest side) -The new area proposed for 2 hour waiting
(no return within 2 hours, and permit holders without time limit Monday to Friday 8.00am to 6.30pm) will be located to be from a point opposite the boundary of Nos.61/63, south-eastwards for 79 metres. Headley Way (southwest side) - Permit Parking Places to be located: (i) between Nos.28/30 and 36/38; (ii) between Nos.38/40 and 44/46; (iii) between Nos.46/48 and 52/54; and (iv) between Nos.54/56 and 60/60a.
3. Windmill Road - For the most part parking will not be permitted so as to facilitate traffic flow. The following parking places will be removed:
? The area of One Hour Parking Places 8.00am to 6.30pm Monday to Saturday west side 80 metres south of Bateman Street, southwards for 12 metres is removed.
? The area of Two-Hour Parking Places Monday to Friday west side from a point opposite the boundary of Nos.127/129 Windmill Road southwards for 34 metres is removed.
Windmill Road - Permit Holders Parking. Existing parking places are to be removed and relocated as follows:
(a) East side; (i) from the boundary of Nos.115/117 southwards for 23.5 metres; and (ii) from a point 2 metres south of the boundary of Nos.145/147southwards for 54 metres; and
(b) West side from a point opposite near the boundary of Nos.127/129 southwards for 34 metres.
4. Permit Holders Parking - proposed additional parking places:
? Gardner Street-West side: from 6 metres south Bateman Street southwards for 6 metres;
? Gathorne Road - South side; from 5 metres west of St Annes Road, westwards for 6 metres;
? Norton Close - West side; (i) from 43 metres south of Bateman Street southwards for 5.75 metres; and (ii) from 11 metres south of the boundary of Nos.11/12 southwards for 5.75 metres.
? Rock Edge -
(a) South side; from a point opposite 5 metre west of the boundary of Nos.1&2 eastwards for 11.5 metres;
(b) East side; (i) from 5.5 metres south of the boundary of Nos.4&5 southwards for 5.75 metres; and (ii) from a point opposite 3 metres north of the boundary of Nos.5&6 northwards 5.5 metres.
? St Leonards Road - North side; from a point 6 metres east of Holyoake Road eastwards for 5 metres.
? York Road -
(a) West side; (i) from the boundary of Nos.19/21 York Road northwards for 5 metres; and (ii) from a point 8 metres south of Margaret Road southwards for 7 metres; and
(b) East side from a point 8 metres south of Margaret Road southwards for 7 metres.
Permit Holders Footway Parking - proposed additional parking places:
? Holyoake Road -West side; from a point opposite Nos.21/23 southwards for 11 metres.
? St. Annes Road - (a) West side; (i) from 5.5 metres south of No.17 southwards for 5.75 metres; and (ii) from 12 metres north of Rock Edge, northwards for 5.75 metres; and
(b) East side from the boundary of Nos.16/18 southwards for 5.75 metres.
5. There will be 'Prohibition of Entry' at the following locations: (i) Brookfield Crescent into Marsh Lane, (ii) Marsh Lane into Brookfield Crescent, and (iii) Copse Lane into Cherwell Drive service road.
6. U-turns will be prohibited at the following junctions: (i) A4142 Oxford Eastern Bypass junction with Horspath Driftway; (ii) Cherwell Drive junctions with Headley Way and Marston Road; (iii) Headley Way junction with John Radcliffe Hospital access road; (iv) Marston Road and Marsh Lane junctions with Cherwell Drive; and (v) Old Road junctions with Gipsy Lane, Warneford Lane and Roosevelt Drive.
Note: Earlier proposals concerning parking partially on the footpath, and changes to mandatory cycle lanes in Headley Way (now removed) have been discontinued. Documents giving more details are available for public inspection online at

NOTICE IS HEREBY GIVEN that under the Highways Act 1980 and Road Traffic Regulation Act 1984 Oxfordshire County Council proposes to provide the following new or amended traffic features as part of wider traffic management measures in the Headington and Marston areas of Oxford: New Crossings*:
