RHOIR RHYBUDD TRWY HYN ar y 22ain o Fai 2019 bod Cyngor Sir Fynwy yn unol a Rheoliad 21 o Reoliadau Gorchymyn Traffig Awdurdodau Lleol (Gweithdrefn) (Lloegr a Chymru) a thrwy weithredu eu pwerau o dan y Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (y gelwir wedi hyn "y Ddeddf") fel y'i diwygiwyd, a thrwy bob pwer galluogi arall ac ar 6l ymgynghori a Phrif Swyddog yr Heddlu yn unol a Rhan III a Rhan IV o Amserlen 9 o'r Ddeddf honno, wedi gwneud y Gorchymyn canlynol.

Effaith y Gorchymyn fydd dirymu pob Gorchymyn rheoleiddio traffig a chyfyngiad traffig parhaol sy'n berthnasol ar ffyrdd Sirol o fewn Sir Fynwy ac i ailgyflwyno darpariaethau'r Gorchmynion hynny ar ffurf Gyfunol heb ddiwygiad gan ddefnyddio mapiau i ddiffinio eu hehangder, i amrywio Gorchmynion sy'n bodoli eisoes sy'n croesi'r ffin Sirol gan ddileu'r rhannau hynny o fewn Sir Fynwy a'u hailosod o fewn y Gorchymyn Cyfunol newydd ac i amrywio eithriadau fel eu bod yn gyson ledled Sir Fynwy ac yn cydymffurfio ag arferion gorau a gofynion cyfreithiol.

Ni cheir y Gorchymyn effaith sylweddol heblaw am wella gweinyddiaeth a gorfodaeth.

Os yw unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn hwn neu unrhyw un o'i ddarpariaethau ar y sail nid yw neu nid ydynt o fewn y pwerau a rhoddwyd gan y Ddeddf, neu os nad yw unrhyw ofyniad yn y Ddeddf neu unrhyw offeryn a wnaed o dan y ddeddf wedi'u cydymffurfio a, gall y person hwnnw, o fewn chwe wythnos o ddyddiad yr hysbysiad hwn rhoi cais i mewn at ddiben yr Uchel Lys.

MONMOUTHSHIRE COUNTY COUNCIL

TRAFFIC REGULATION AND SPEED LIMIT (CONSOLIDATION) ORDER 2019

NOTICE IS HEREBY GIVEN THAT on the

22nd May 2019 Monmouthshire County Council in accordance with Regulation 21 of the Local Authorities Traffic Order (Procedure) (England and Wales) Regulations 1996 and in exercise of their powers under the Road Traffic Regulation Act 1984 (hereinafter referred to as "the Act") as amended, and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 of the said Act, made the following Order.

The effect of the Order will be to revoke all permanent traffic regulation and speed limit Orders that apply on County roads within Monmouthshire and reintroduce the provisions of those Orders in a Consolidated form without amendment using maps to define their extents, to vary existing Orders that straddle the County boundary by deleting those parts within Monmouthshire and re-enacting them within the new Consolidated Order and to vary exemptions so that they are consistent throughout Monmouthshire and comply with best practice and legal requirements.

The Order will have no effect of substance other than the improvement of administration and enforcement.

If any person wishes to question the validity of this Order or of any of its provisions on the ground that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date of this notice apply for the purpose

to the High Court.
