LONDON BOROUGH OF MERTON PROVISION OF DISABLED PERSONS PARKING PLACES THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 234) ORDER 2019 THE MERTON (PARKING PLACES) (WIMBLEDON PARK) (NO. 2) (AMENDMENT NO. 4) ORDER 2019 THE MERTON (PARKING PLACES) (CW) (AMENDMENT NO. 1) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 1 May 2019, under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, made the above mentioned Orders.

2. The general effect of the above mentioned 'Free Parking Places' Order will be to:

(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the "Parking Places Amendment" Orders will be to shorten in length or remove existing permit parking places in Ashen Grove, SW19 and Fortescue Road, SW19; to facilitate the installation of disabled persons parking places in those roads.

4. A copy of the Orders, which will come into force on 13 May 2019, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON PROPOSED 20 MPH SPEED LIMIT - PHASE 4 THE MERTON (20 MPH SPEED LIMIT) (NO. *) TRAFFIC ORDER 20*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.


2. The general effect of the Order would be to:- (a) impose a 20 MPH speed limit in the roads or lengths of roads described in Schedules 1 and 2 to this notice, and, (b) revoke the Orders specified in Schedule 3 to this notice and re-enact their provisions.


3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicate the lengths of roads to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden or at the Colliers Wood Library, 105-109 High Street Colliers Wood, London SW19 2HR.


4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting the reference ES/20MPHPHASE4 no later than 24th May 2019. LONDON BOROUGH OF MERTON THE MERTON (PARKING PLACES) (MTC1) (AMENDMENT NO. *) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (MTC1) (AMENDMENT NO. *) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to replace the parking place in Love Lane, the south-east side, between a point 13 metres north-east of the south-western flank wall of the Gladstone Mission to a point in line with the south-western building wall of No. 1 De'Arn Gardens, with waiting restrictions operating "at any time".
3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ MTC1AMENDMENT, no later than 24 May 2019.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) CARSHALTON ROAD, CROYDON ROAD AND THE CARSHALTON ROAD ROUNDABOUT (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer rehabilitation works at the Carshalton Road Roundabout, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Carshalton Road, Croydon Road and at the Carshalton Road Roundabout.


2. During the works no person would cause or permit any vehicle to:-
(a) enter into or proceed in:-
(i) the Carshalton Road Roundabout, the south and west sides, between the north-westbound lane of Croydon Road and the north-westbound lane of Commonside West inclusive; or
(ii) Carshalton Road, from its junction with the Carshalton Road Roundabout and its junction with Cranmer Road; or
(iii) Croydon Road, the north-westbound lane, from its junction with the Carshalton Road Roundabout south-eastward for a distance of 10 metres; or

(b) wait, including for the purpose of loading or unloading that vehicle, in the lengths of road described in sub-paragraphs 2(a) (i), (ii) and (iii) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Access to properties adjacent to the lengths of road described in paragraph 2(a) above would be maintained insofar as access is reasonably practicable without interference with the said works.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Vehicular traffic affected by the road closure should proceed using Croydon Road(A236), Mitcham Road(A236), the Lombard Roundabout, Purley Way, Croydon Road(A238), Manor Road North and London Road(A237) or via Cranmer Road, Madeira Road and Commonside West.

N.B. - Three-way traffic lights would be used to maintain traffic travelling between Commonside West and Croydon Road and egressing from Cedars Avenue.
8. The Order would come into operation on Thursday 16th May 2019 with works at the Carshalton Road Roundabout anticipated to be completed within 3 days. However, the Order would remain in operation for 18 months and its provisions would be re-introduced during that period for further works.

LONDON BOROUGH OF MERTON TENNIS EVENT DAY RESTRICTIONS ON 19 MAY 2019 THE MERTON (TENNIS EVENT DAY) (WAITING AND LOADING RESTRICTIONS AND PARKING PROVISIONS) (NO. 1) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 1 May 2019, made the above-mentioned Order under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be:-

(a) on 19 May 2019, between the hours of 9am and 6 pm, to apply tennis event day waiting, loading, stopping and parking restrictions to the streets listed in the Schedule to this notice, similar to the restrictions which apply to those streets during the Wimbledon Championships; and

(b) on 19 May 2019, between the hours of 9am and 7pm:-

(i) introduce a no stopping prohibition in Wimbledon Bridge, the north-east side, from a point 0.75 metres north-west of the party wall of Nos. 9 and 11 Wimbledon Bridge to a point 21.2 metres north-west of the party wall of Nos. 19 and 21 Wimbledon Bridge with exemptions to facilitate a bus stand between the hours of 9am and 7pm that day and a pickup/dropoff area between the hours of 2pm and 7pm that day; and

(ii) suspend the parking bays in the length of Wimbledon Bridge specified above.

3. A copy of the Order, which will come into force on 19 May 2019, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
