1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the 'Free Parking Places' Order would be to: -

(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the disabled persons parking places at the locations listed in Schedule 2 to this notice.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit parking places in Kenwyn Road, SW20 and Milner Road, SW19 to facilitate the introduction of disabled persons parking places in those roads and increase in length certain permit parking places in Byegrove Road, SW19 and Victoria Road, CR4 upon the removal of existing disabled parking places in those roads.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP27, no later than 10 May 2019.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BERNARD GARDENS, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 35 Bernard Gardens, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Bernard Gardens, the north to south arm, both sides, from the common rear boundary of No. 35 Bernard Gardens and No. 85 Woodside, northward for a distance of 11 metres; or

(b) enter or proceed on the eastern footway of Bernard Gardens, the north to south arm, from the common rear boundary of No. 35 Bernard Gardens and No. 85 Woodside, northward for a distance of 11 metres.

3. Any designated parking place or loading bay situated in the length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works at No. 35 Bernard Gardens.

4. The restrictions will only apply during such times and to such extent as will

from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closures should proceed using the footway opposite.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police con­stable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purpos­es.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Saturday 13 April 2019 and remain in force for a maximum period of 18 months or until the works are com­pleted, whichever is the sooner.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(WINDMILL ROAD, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facili­tate carriageway repairs and general maintenance works to be undertak­en in the road specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to tem­porarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in that road or length of road specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in the road or any length of road specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in that road.

3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be the diversion routes specified in column 2 of the Schedule to this notice.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into force on Saturday 13th April 2019 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

CARRIAGEWAY REPAIRS AND GENERAL MAINTENANCE WORKS

4. During the works in Firtree Avenue, the point closure in Firtree Avenue at its junction with Feltham Road will be suspended to facilitate the works.

5. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police con­stable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purpos­es, subject to site conditions at the time of any emergency;

(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable with­out interference with the said works.

8. The Order will come into force on Saturday 13th April 2019 and the anticipated works dates are listed in column 2 of the Schedule to this Notice. However, the Order will remain in operation for a maximum period of 12 months during which its provisions will be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WILLOW LANE AND WILLOW LANE BRIDGE, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate street lighting works in Willow Lane and Willow Lane Bridge, they have made an Order, the effect of which will be to temporarily restrict traffic In the said roads.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in:-

(i) Willow Lane, from its junction with Carshalton Road to its easternmost junction with Willow Lane Bridge;

(ii) Willow Lane, from its westernmost junction with Willow Lane Bridge south-westward for a distance of 55 metres;

(iii) Willow Lane Bridge, for its entire length;

(b) cause or permit any vehicle to wait, load or unload in the lengths of roads specified in sub-paragraph 2(a) above.

3. The one-way working in Willow Lane or Willow Lane Bridge will be suspended for the duration of the works.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) anything done with the permission or at the direction of a police con­stable in uniform or a police community support officer in uniform; or

(b) any person carrying out the works or any vehicle being used in con­nection with the execution of the said works; or

(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular or pedestrian access to premises in or adjacent to the lengths of roads specified in Article 2(a) above insofar as access is reasonably practicable without interference with the said works.

7. Vehicular traffic affected by the road closures should proceed by way of Carshalton Road, Goat Road and Wates Way.

8. Pedestrian traffic affected by the bridge closure should proceed by way of Carshalton Road, Drake Road and the Tramway Path.

9. The Order will come into force on Monday 29 April 2019 and it is anticipated that works will be carried out over 5 days. However, the Order will remain in force for 12 months should further works be required.

(VARIOUS ROADS) (NO. 4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The London Borough of Merton Council hereby give notice, that to facil­itate a programme of footway reconstruction and maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this Notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit-

(a) pedestrians from entering or proceeding on the footways in those roads; and

(b) vehicular traffic from parking or waiting in those roads.

2. Pedestrians affected by a footway closure should proceed via the adjacent footway.

3. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this Notice will be suspended for
