1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Waiting and Loading Restriction Amendment Order will be to upgrade lengths of single yellow line running through the bus lane on the north-eastern side o1 London Road to double yellow lines ("no waiting at any time") and to introduce loading restrictions operating between



7am and 7pm on all days of the week on London Road, from a point 41.4 metres north of Arragon Road to its junction with Cole Park Road.

3. The general effect of the Bus Lane Order is to reduce the length of the bus lane at its north-western end, near the junction of Cole Park Road, so that it starts at a point opposite the junction of Brewery Lane.



4. The general effects of the Prohibition of Stopping on Cab Ranks Order are to introduce two cab ranks in London Road, Twickenham operating between 7pm and 7am inclusive on all days of the week, on its north-eastern side, from a point outside No. 2 Cole Park Road, south-eastwards for a distance of 11 metres and from a point 94 metres north-west of the junction of Arragon Road, extending north-westwards for 27 metres



5. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Orders: -



(a) can be inspected, quoting Reference 19/045 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and



(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices



6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to Trafficandengineering@richmond.gov.uk

4. An alternative route for vehicles affected by the restrictions will be available via St Margarets Road, A316, London Road, Arragon Road, and Richmond Road and vice versa.



5. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.



7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Parking Suspension and Road Closure Barnes High Street and Stanton Road, Barnes

(Ref: 19/036)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they have made a Temporary Traffic Order, the effect of which is to introduce temporary restrictions in Stanton Road, Barnes.



2. Whilst the works take place,



(a) no person shall cause or permit any vehicle to enter or exit Stanton Road at its junction with Barnes High Street;



(b) no person shall cause or permit any vehicle to wait or stand in the parking bays from a point outside No 62 Barnes High Street to a point outside No 67 Barnes High Street.



3. The Order will come into effect on 22 March 2019 The restrictions will be in force at all times from 22 March 2019 until 19 April 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. An alternative route for vehicles affected by the closure will be available via Stanton Road, Cleveland Road, Station Road, and Barnes High Street and vice versa.



5. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;

VARIOUS ROADS IN THE BOROUGH

1. The Council of the London Borough of Richmond upon Thames on the 21 March 2019 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.



2. The general effect of this Order is to facilitate the introduction of School Streets in various streets in the Borough on Monday 25 March 2019.



3. The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Banned Turn Richmond Road, Twickenham

(Ref: 19/044)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works, they intend to make a temporary Traffic Order to restrict traffic in Richmond Road, Twickenham.



2. Whilst the works take place,



(a) no person shall cause or permit any vehicle proceeding in St Margarets Road in a north-easterly direction to turn right into Richmond Road;



(b) no person shall cause or permit any vehicle proceeding in



a south-westerly direction in Richmond Road to turn left into Richmond Road at the St Margarets Road/Richmond Road junction.

3. The order will come into effect on 8 April 2019. The restrictions will be in force at all times from 8 April 2019 until 17 May 2019 The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



ROAD TRAFFIC REGULATION ACT 1984 - SECTION 23 HIGHWAYS ACT 1980 - SECTION 90C

SIGNALISED RAISED CROSSING LONDON ROAD, TWICKENHAM

(Reference 19/046)

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames proposes to install a signalised raised crossing outside the railway station on London Road.

The controlled area of the crossing will be sited from a point 73.6 metres north-west of the north-western kerb-line of Railway Approach extending north-westwards some 63 metres in the south-eastern bound lane and extending some 50 metres in the north-western-bound lane. The table will be sited some 90 metres north-west of the moth-western kerb-line of Railway Approach, with a length, including ramps of 12.6 metres. The ramps will have a 1:20 gradient.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 19/046 at: -
