LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTIONS 14(1) and 14(7) WANDLE ROAD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate bridge strengthening and waterproofing works at the road bridge over the River Wandle in London Road at its junction with Bishopsford Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Wandle Road and suspend a banned turn.

2. During the works:-

(a) no person would cause or permit any vehicle to turn left into Bishopsford Road from Wandle Road; and

(b) the prohibition preventing vehicles from turning right into Bishopsford Road from Wandle Road would be suspended.

3. The alternative route for traffic affected by the no left turn ban would be via Bishopsford Road, the Rosehill Roundabout, St Helier Avenue, the Morden Hall Roundabout, Morden Road and London Road.

4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order relating to the prohibited left turn would apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. The Order would come into operation on Monday 25th March 2019 and it is anticipated that the works should be completed by 16th June 2019. However, the Order would remain in force for a maximum period of 18 months and its provisions would be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1) MANSEL ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate new utility connection works in Mansel Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works:-

(a) no person will cause or permit any vehicle to enter or proceed in Mansel Road, SW19, between the south-western kerb-line of Wimbledon Hill Road and a point 30 metres south-west of that kerb-line;

(b) no person will cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above; and

(c) any designated parking place situated in the length of road specified in paragraph 2(a) above will be suspended.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed via Wimbledon Hill Road, High Street, Wimbledon, Ridgway, Ridgway Place, Worple Road and Raymond Road or vice-versa.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Monday 25th March 2019 with the works expected to be carried out until Friday 29 March 2019 inclusive. However, the Order will remain in force for 6 month should further works be required.

(MAYCROSS AVENUE, MORDEN) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate carriageway resurfacing and general maintenance works to be undertaken in the road specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in that road or length of road specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in the road or any length of road specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in that road.

3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be the diversion route specified in column 2 of the Schedule to this notice.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into force on Wednesday 20th March 2019 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTIONS 14(1) and 14(7) LONDON ROAD, TOOTING (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in London Road, Tooting, they have made an Order, the effect of which will be to temporarily restrict traffic in the said road and suspend certain traffic restrictions

2. During the worksi­te) no person will cause or permit any vehicle to wait, including for the

purpose of loading or unloading, in London Road, the west side, between the northern boundary of No. 16 London Road and the common boundary of Nos. 56 and 58 London Road; and (b) the northbound bus lane in London Road, the west side, will be suspended between the northern boundary of No. 16 London Road and the common boundary of Nos. 56 and 58 London Road.
3. Any designated loading bay or designated parking place situated in the road or length of road specified in sub-paragraph 2(a) of this notice will be suspended for the duration of the works.

4. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Vehicular traffic affected by the works will travel northbound using the suspended length of bus lane.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

9. The Order will come into operation on Monday 18 March 2019 with the works currently anticipated to be carried out over 4 days. However, the Order will remain in force for a maximum period of three months and its provisions will be re-introduced during that period should further works be required.

INTRODUCTION OF 20 MPH SPEED LIMIT IN VARIOUS ROADS IN THE MITCHAM AREA THE MERTON (20 MPH SPEED LIMIT) (NO. 3) TRAFFIC ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 13 March 2019, made the above mentioned Order under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will be to:-

(a) impose a 20 MPH speed limit in the roads or lengths of roads described in the Schedule to this notice so that all roads in the London Borough of Merton east of a boundary consisting of High Street, Colliers Wood; Priory Road, Christchurch Road, Merantun Way, Morden Road, Morden Hall Road, the Morden Hall Roundabout and St Helier Avenue would be subject to a 20MPH speed restriction; excluding Croydon Road and the A217 from a point 21 metres north of the common boundary of Nos. 23 and 25 London Road, SW16 to the boundary of the London Borough of Merton with the London Borough of Wandsworth,

(b) revoke the Merton (20 MPH Speed Limit) (No. 1) Traffic Order 2019 and re-enact its provisions.

3. A copy of the Order, which will come into force on 18 March 2019, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
