PROPOSED ALTERATIONS TO THE PARKING AND CYCLE LANE LAYOUTS IN MELROSE AVENUE, WIMBLEDON PARK PROPOSED RAISED ENTRY TABLE IN MELROSE AVENUE, WIMBLEDON PARK THE MERTON (PARKING PLACES) (WIMBLEDON PARK)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the 'Parking Places' Order would be to further amend the Merton (Parking Places) (Wimbledon Park) (No. 2) Traffic Order 2012 so as to alter the layout of the parking places in Melrose Avenue, the south-west side, between Stroud Road and Arthur Road so that the existing parking places would be:-
(a) adjacent to the south-west kerb-line of Melrose Avenue;
(b) lengthened by a total of 13 additional metres.
3. The general effect of the 'Waiting and Loading' Order would be to further amend the London Borough of Merton (Waiting and Loading Restriction) (Wimbledon Park) (No. 4) Traffic Order 2009 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for twenty minutes) would be prohibited at 'any time' in Melrose Avenue, the south-west side, from a point 27 metres north-west of the north-western kerb-line of Arthur Road to a point 1 metre north-west of the south-eastern building wall of No. 1 Melrose Avenue.
4. The general effect of the 'Prescribed Route' Order would be to:-
(a) revoke the traffic management orders in the Schedule to this notice, and
(b) re-introduce their provisions with amendments to facilitate the proposed change in road layout so that the contraflow cycle lane extends from the north-western kerb-line of Arthur Road northwestward for a distance of 27 metres, north-west of which cycles would be expected to proceed north-westbound on the offside of the parking bays on the south-west side of Melrose Avenue.
5. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways
Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce a raised table 75mm high with a 1:20 gradient across the full width of Melrose Avenue, Wimbledon Park, from the north-western kerb-line Ryfold Road north-westward for a distance of 6.2 metres.
6. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders and the proposed raised table, including a plan which indicates the lengths of road to which the Orders and the proposed raised table relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
7. Any person desiring to make representations or to object to the proposed Orders or to the proposed raised table should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference MELROSE AVENUE CYCLE LANE, no later than 15 March 2019.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate the lift and inspection of the level crossing and associated works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) enter or proceed in the length of West Barnes Lane specified in subparagraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. The alternative routes for:-
(a) vehicles affected by the closure will be via West Barnes Lane,
Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;
(b) pedestrians affected by the closure will be via the adjacent footbridge.
6. Nothing in the Order will apply: -
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order will come into operation at 10pm on Saturday 2nd March 2019 and remain in force until 6am on 6th March 2019. It is expected that the works will take place over 3 nights as follows:-
(a) between 10pm on 2nd March 2019 and 7am the next day;
(b) between 10pm on 4th March 2019 and 6am the next day; and
(c) between 10pm on 5th March 2019 and 6am the next day;
or until the works are completed, whichever is the earlier. Dated 22 February, 2019.
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) KINGSTON ROAD AND PALMERSTON ROAD, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecom and associated works at the junction of Palmerston Road and Kingston Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.
2. During the works, no person would cause or permit any vehicle to:
(a) proceed in Palmerston Road, between its junction with Kingston Road and a point 12 metres north of the said junction, other than in a generally southbound direction; or
(b) turn left into Palmerston Road from Kingston Road.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular traffic affected by the road closure should proceed by way of Kingston Road, Southey Road and Pelham Road.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. The Order would come into operation on Monday 18th March 2019. It is anticipated that the works would be carried out over 3 days, but the Order would remain in force until 17th September 2019 should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) VARIOUS ROADS (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water pipe replacement works in various roads, they have made an Order, the effect of which will be to temporarily restrict vehicles from waiting or parking in the roads specified in the Schedule to this notice.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in any of the roads or lengths of roads specified in column 2 of the Schedule to this notice.
3. Any designated parking place situated in the roads or lengths of roads specified in the Schedule to this notice will be suspended for the duration of the works. The works will be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6 Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 4th March 2019 and the anticipated works dates are listed in column 3 of the Schedule to this Notice. However, the Order will remain in force until 3rd September 2019 during which its provisions will be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BATHGATE ROAD AND SEYMOUR ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate utility connection works in Bathgate Road and Seymour Road they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.
2. During the works no person will cause or permit any vehicle to:-
(a) enter, proceed or wait (including for the purpose of loading or unloading any vehicle) in:-
(i) Bathgate Road, from a point opposite the centre line of Seymour Road north-eastward for a distance of 22 metres;
(il) Seymour Road, the southbound eastern lane, between the northeastern kerb-line of Bathgate Road northward to a point opposite the southern kerb-line of Lincoln Avenue;
(b) proceed southbound in Seymour Road between its junction with Lincoln Avenue and its junction with Bathgate Road.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular access to properties adjacent to the restricted lengths of Bathgate Road and Seymour Road will be maintained insofar as access is reasonably practicable without interference with the said works.
5. Vehicular traffic affected by the road closures should proceed using Lincoln Avenue, Somerset Road, Parkside, Queensmere Road and Seymour Road or using Queensmere Road, Seymour Road and Lincoln Avenue.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the length of road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into force on Monday 4 March 2019 and it is anticipated that works will be carried out over ten days. However, the Order will remain in force for 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (BOTSFORD ROAD, SW20, SOUTH LODGE AVENUE, MITCHAM AND WOLSEY CRESCENT, MORDEN) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.
3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.
