PROPOSED PROVISION OF DISABLED PERSONS PARKING PLACES

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.



2. The general effect of the above mentioned 'Free Parking Places' Orders would be to: -



(a) designate parking places on the carriageway, at the locations listed the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;



(b) revoke the existing disabled persons parking place outside No. 12 De'Arn Gardens and re-introduce it 1.5 metres south-eastward to facilitate the introduction of a disabled persons parking place outside No. 14 De'Arn Gardens;



(c) provide that the parking places would operate at all times, unless otherwise stated;



(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum



2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the "Parking Places Amendment" Orders would be to shorten in length or remove existing permit parking places in Ashen Grove, SW19; De'Arn Gardens (subject to the introduction of controlled parking zone MTC1) and Fortescue Road, SW19; to facilitate the installation of disabled persons parking places in those roads.



4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate each length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP26, no later than 8 March 2019.

5. The alternative routes for:-



(a) vehicles affected by the closure will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;



(b) pedestrians affected by the closure will be via the adjacent footbridge.



6. Nothing in the Order will apply: -



(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;



(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order will come into operation at 11pm on Saturday 23rd February 2019 and remain in force until 7am on 25th February 2019. It is expected that the works will take place over 2 nights between 11 pm and 7am the next day or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

A217 - BISHOPSFORD ROAD AND LONDON ROAD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate bridge strengthening and waterproofing works at the road bridge over the River Wandle in London Road at its junction with Bishopsford Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the above-mentioned roads.



2. During the works no person will cause or permit any vehicle to enter, proceed or wait (including for the purpose of loading or unloading a vehicle) in:-



(a) Bishopsford Road, between its junction with London Road and the entrance to Woodglen, No. 2 Bishopsford Road; or



(b) London Road, between its junction with Bishopsford Road and a point 10 metres south of the southern boundary of No. 473 London Road.



3. The alternative routes for traffic affected by the road closure will be as follows:-



(a) northbound vehicular traffic via the Rosehill Roundabout, St Helier Avenue, the Morden Hall Roundabout and Morden Road and vice versa for southbound vehicular traffic;



(b) eastbound vehicular traffic on Wandle Road should use Morton Road and Seddon Road to access Bishopsford Road.



4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.



6. Nothing in the Order will apply to: -



(a) any vehicle being used in the execution of the said works or any public service or utility vehicle; or



(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.



7. The Order will come into operation on Monday 25 February 2019 and it is anticipated that the works will require 12 weeks to complete. However, the Order will remain in force for a maximum period of 18 months and its provisions will be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

BATHGATE ROAD AND SEYMOUR ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate utility connection works in Bathgate Road and Seymour Road they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.



2. During the works no person would cause or permit any vehicle to:-



(a) enter, proceed or wait (including for the purpose of loading or unloading any vehicle) in:-



(i) Bathgate Road, from a point opposite the centre line of Seymour Road north-eastward for a distance of 22 metres;



(ii) Seymour Road, the southbound east lane, between the north­western kerb-line of Bathgate Road northward to a point opposite the southern kerb-line of Lincoln Avenue;



(b) proceed southbound in Seymour Road between its junction with Lincoln Avenue and its junction with Bathgate Road.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular access to properties adjacent to the restricted lengths of Bathgate Road and Seymour Road would be maintained insofar as access is reasonably practicable without interference with the said works.



5. Vehicular traffic affected by the road closures should proceed using Lincoln Avenue, Somerset Road, Parkside, Queensmere Road and Seymour Road or using Queensmere Road, Seymour Road and Lincoln Avenue.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the length of road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order would come into force on Monday 4 March 2019 and it is anticipated that works would be carried out over ten days. However, the Order would remain in force for 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (BOTSFORD ROAD, SW20, SOUTH LODGE AVENUE, MITCHAM AND WOLSEY CRESCENT, MORDEN) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.



2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.



3. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.



4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in the execution of the said works; or



(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency; or



(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.



7. The Order would come into force on Monday 4 March 2019 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2019

1. The London Borough of Merton Council hereby give notice that to facilitate barrier repair and associated works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place no person will:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;



(b) enter or proceed in the length of West Barnes Lane specified in sub­paragraph 2(a) above.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
