ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Petersham Road, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they have made a temporary Traffic Order to restrict traffic in Petersham Road, Richmond.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Petersham Road, Richmond between a point outside No 31 Petersham Road and a point outside No. 33 Petersham Road and from a point outside No 144 Petersham Road to a point outside No 152 Petersham Road.

3. The order will come into effect on 31 January 2019. The restrictions will be in force between 7pm and 11 pm on 31 January 2019 and 1 February 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Star and Garter Hill, Queen's Road, Sheen Road, Paradise Road, and Red Lion Street and via Richmond Hill and Star and Garter Hill.

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a crane operation, they have made a temporary Traffic Order to restrict traffic in Runnymede Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Runnymede Road between its junctions with Derwent Road and Coniston Road.

3. The order will come into effect on 29 January 2019. The restrictions will be in force at all times from 29 January 2019 until 1 February 2019, with back up dates of 5 February 2019 until 8 February 2019 if required. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Hounslow Road, Nelson Road, St Vincent Road and Coniston Road.

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

London Borough of Richmond upon Thames Adoption of a committee system
Background
The London Borough of Richmond upon Thames will cease operating its executive system of governance after the annual meeting of the Council on 14 May 2019. At this time, the Council will transfer its former executive decisions into 'service' committees as part of a committee based system of governance.
Formal notice
The London Borough of Richmond upon Thames gives notice of its decision to commence the operation of a committee based system of governance. This notice is given in accordance with section 9KC(2)(b) of Schedule 2 of the Localism Act 2011.
1. The London Borough of Richmond upon Thames resolved to adopt a committee based system of governance at its meeting on 27 November 2018.

2. This change to the Council's governance arrangements will come into effect after the Annual Council meeting in May 2019.

3. This change in governance arrangements primarily affects decisions of the Cabinet either when its members are acting collectively or individually. Such decisions will, after Annual Council in May 2019, be the responsibility of service based committees.

4. A copy of the document setting out the provisions will be available for inspection during office hours at the Council's principal office (York House, Richmond Road, Twickenham, TW1 3AA) after it has been agreed at Annual Council in May 2019. The document will also be available on the Council's website (www.richmond.gov.uk).
