ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Heath Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate railway bridge assessment works, they have made a temporary Traffic Order to restrict traffic in Heath Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Heath Road from a point 10 metres north-east of the railway bridge, south-westwards to a point 10 metres south-west of the railway bridge - outside 176 Heath Road.
3. The order will come into effect on 23 January 2019. The restrictions will be in force between 9pm on 23 January 2019 and 5am on 24 January 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Heath Road, A310, Waldegrave Road, A313, Stanley Road, Sixth Cross Road and Heath Road and vice versa.
5. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Banned Turn Percy Road, Whitton
(Ref: 19/012)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe repair works, they intend to make a temporary Traffic Order to restrict traffic in Percy Road, Whitton.
2. Whilst the works take place, no person shall cause or permit any vehicle proceeding in Percy Road, Whitton to turn left into Hospital Bridge Road.
3. The order will come into effect on 28 January 2019. The restrictions will be in force between 8pm on 28 January 2019 and 8am on 29 January 2019 and again from 8am on 18 February 2019 until 6pm on 20 February 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the restrictions will be available via Powder Mill Lane, Hounslow Road, Hampton Rad and Chertsey Road (A316).
5. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Runnymede Road between its junctions with Derwent Road and Coniston Road.
3. The order will come into effect on 29 January 2019. The restrictions will be in force at all times from 29 January 2019 until 1 February 2019, with back up dates of 5 February 2019 until 8 February 2019 if required. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Hounslow Road, Nelson Road, St Vincent Road and Coniston Road.

(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(b) the hours of operation of the permit holder bays on Kew Green on its northern arm, the north-west side between a point outside No 63 Kew Green and a point outside No 83 Kew Green shall be extended so that they operate between 10am and 9pm
(c) no person may permit a vehicle to wait or stand in Kew Green between its junctions with Ferry Lane and Kew Road except where indicated by permit parking signs;
(d) no person shall cause or permit any vehicle to wait or stand on the north-western side of Ferry Lane and the rear of the Herbarium Library
3. The order will come into effect on 21 January 2019. The provisions of the Order will be in force between 21 January 2019 and 9 February 2019. The restrictions will be in force whilst signs and/or cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

LONDON BOROUGH OF RICHMOND UPON THAMES CONSULTATION ON PROPOSED MAIN MODIFICATION TO THE LOCAL PLAN* IN RESPECT OF OTHER OPEN LAND OF TOWNSCAPE IMPORTANCE AT ST MICHAEL'S CONVENT, HAM COMMON The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) Following an application to the High Court for a statutory review (under s.113 of the Planning and Compulsory Purchase Act 2004) in respect of the adoption of the Richmond Local Plan (on 3 July 2018), a Court Order (dated 20 December 2018) has quashed the designation of the St Michael's Convent site (part of site allocation SA 17) in the Local Plan as Other Open Land of Townscape Importance (OOLTI) in respect of the southern part of the garden (south of, and including, the footpath running approximately west to east across the said garden).
Following an application to the High Court for a statutory review (under s.113 of the Planning and Compulsory Purchase Act 2004) in respect of the adoption of the Richmond Local Plan (on 3 July 2018), a Court Order (dated 20 December 2018) has quashed the designation of the St Michael's Convent site (part of site allocation SA 17) in the Local Plan as Other Open Land of Townscape Importance (OOLTI) in respect of the southern part of the garden (south of, and including, the footpath running approximately west to east across the said garden).
The Inspector's Report (April 2018) referenced amendments to the boundary of the OOLTI designation on the site (paragraph 140) but inadvertently failed to reflect this as a clear recommendation in the proposed Main Modifications.
The Court Order requires the Council to publish this change as a proposed Main Modification to the submitted version of the Local Plan for public consultation, for a period of no less than six weeks. This consultation will be undertaken from 17 January to 1 March 2019. This consultation is only on the proposed Main Modification and not on other aspects of the Plan.

Following this consultation, the Planning Inspectorate will then appoint an independent examiner to consider whether or not to recommend a Main Modification to the OOLTI designation on the site, having regard to any consultation responses as well as the previous Inspector's conclusions on this issue. 2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Petersham Road, Richmond between a point outside No 31 Petersham Road and a point outside No. 33 Petersham Road and from a point outside No 144 Petersham Road to a point outside No 152 Petersham Road.
