1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames propose to make the above orders under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Waiting and Loading Restriction Order is to introduce lengths of double yellow lines in Devoncroft Gardens and Oak Lane as detailed in the Schedule to this Notice.



3. Copies of the proposed Order, a plan showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -



(a) can be inspected, quoting Reference 19/008 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and



(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices



4. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to TrafficAndEngineering@richmondandwandsworth.gov.uk.

Amendments to Waiting Restrictions

Street__Proposal_

Oak Lane Upgrade the existing single yellow lines to double yellow Twickenham lines ("no waiting at any time") on the north-eastern side

from its junction with Amyand Park Road to a point 9 metres south-east of a point opposite the south-eastern kerb-line of Devoncroft Gardens.

Upgrade the existing single yellow lines to double yellow lines ("no waiting at any time") on the south-western side from its junction with Amyand Park Road south-eastwards to a point 7 metres south-east of the south-eastern kerb-line of Devoncroft Gardens.

3. The order will come into effect on 23 January 2019. The restrictions will be in force between 9pm on 23 January 2019 and 5am on 24 January 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. An alternative route for vehicles affected by the closure will be available via Heath Road, A310, Waldegrave Road, A313, Stanley Road, Sixth Cross Road and Heath Road and vice versa.



5. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.



7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Chapel Road, Twickenham

(Ref: 19/006)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a crane operation, they intend to make a temporary Traffic Order to restrict traffic in Chapel Road, Twickenham.



2. Whilst the works take place, no person shall cause or permit any vehicle to enter or exit Chapel Road at its junction with Montpelier Row.



3. The order will come into effect on 21 January 2019. The restrictions will be in force between 10am and 4pm on 21 January 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. An alternative route for vehicles affected by the closure will be available via Richmond Road and Orleans Road.



5. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.



7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Parking Suspension, One Way Working and Waiting Restrictions Ferry Lane and Kew Green, Kew

(Reference 19/009)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate filming and allow for the safe and expeditious movement of traffic, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Kew Green, Kew.



2. Whilst the works take place,



(a) no person may permit a vehicle to proceed in Kew Green, from its junction with the South Circular Road other than in a clockwise direction only;



(b) the hours of operation of the permit holder bays on Kew Green on its northern arm, the north-west side between a point outside No 63 Kew Green and a point outside No 83 Kew Green shall be extended so that they operate between 10am and 9pm



(c) no person may permit a vehicle to wait or stand in Kew Green between its junctions with Ferry Lane and Kew Road except where indicated by permit parking signs;



(d) no person shall cause or permit any vehicle to wait or stand on the north-western side of Ferry Lane and the rear of the Herb Herbarium Library



3. The order will come into effect on 21 January 2019. The provisions of the Order will be in force between 21 January 2019 and 9 February 2019. The restrictions will be in force whilst signs and/or cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.



5. Nothing in the Order applies to:



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;



(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Avenue Road, Hampton

(Ref: 19/003)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a phone connection, they have made a temporary Traffic Order to restrict traffic in Avenue Road, Hampton.



2. Whilst the works take place, no person shall cause or permit any vehicle to proceed wait or stand in Avenue Road from its junction with Station Road, southwards for a distance of 50 metres..



3. The order will come into effect on 14 January 2019. The restrictions will be in force at all times from 14 January 2019 until 18 January 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. An alternative route for vehicles affected by the closure will be available via Station Road and Plevna Road.



5. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police officer In uniform or a civil enforcement officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. The prohibitions will apply only during such time and to such extent as Indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they have made a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Copthall Gardens, Twickenham.



2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the following parking spaces: -



(a) Copthall Gardens, the western side, 3 spaces adjacent to the side of Nos 46-48 Heath Road;



(b) Copthall Gardens, the north-east side one space outside No. 2 Copthall Gardens.



3. The Order will come into effect on 14 January 2019. The restrictions will be in force at all times from 14 January 2019 until 15 February 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.



4. Nothing in this Notice will apply to:



(a) any vehicle being used in connection with the execution of the said works;

HIGHWAYS ACT 1980 - SECTION 90C SPEED TABLE OAK LANE, TWICKENHAM

(Reference 19/007) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames proposes to install a speed table in Oak Lane, Twickenham.

The speed table will be sited in Oak Lane at its junction with Amyand Park Road, with a length of 6.5metres, including ramps, which will have a gradient of 1:12. The table will have a height of 100mm.
