1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 January 2019, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the above mentioned 'Free Parking Places' Orders will be to: -

(a) designate parking places on the carriageway, unless specified otherwise, at the locations listed in the Schedule to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the "Parking Places Amendment" Orders will be to shorten in length or remove existing permit parking places in Central Road, Morden; Chatsworth Avenue, Wimbledon Chase; Deal Road, Tooting, and Hotham Road, SW19; to facilitate the installation of disabled persons parking places in those roads.

4. A copy of each of the Orders, which will come into force on 21 January 2019, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

AMENDMENT TO CPZ ZONE P2S
RELOCATION OF A PARKING PLACE IN LAMBOURNE AVENUE
THE MERTON (PARKING PLACES) (WIMBLEDON PARK) (NO. 2, 2012) (AMENDMENT NO. 1) ORDER 2019 THE MERTON (WAITING AND LOADING RESTRICTION) (WIMBLEDON PARK) (NO. 4) (AMENDMENT NO. 1) ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on the 7 January 2019, under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, made the above mentioned Orders.

2. The general effect of the 'Parking Places' Order will be to relocate the existing parking place fronting No. 7 Lambourne Avenue, to the north-west side of the property, so that it lies in the south-west to north-east arm of Lambourne Avenue, the south-east side, from a point 5 metres north-east of the north-eastern kerb-line of Lambourne Avenue, north-eastward for a distance of 10.2 metres.

3. The general effect of the 'Waiting and Loading Restriction' Order will be amend the Merton (Waiting And Loading Restriction) (Wimbledon Park) (No. 4) Order 2009 so that waiting restrictions in Lambourne Avenue match the on-street layout.

4. A copy of each of the Orders, which will come into force on 21 January 2019, and other documents giving more detailed particulars of the Orders, including a plan specifying the length of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
CHURCH PATH, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repair works in Church Path, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter into or proceed in Church Path, the westbound lane, between its junction with Church Lane and the western extremity of the Church Path island site; or

(b) wait, including for the purpose of loading or unloading any vehicle in Church Path, in both the eastbound and westbound lanes, between its junction with Church Lane and the western extremity of the Church Path island site.

3. The designated parking places situated in Church Path, north of the island site, would be suspended for the duration of the works in the said road to allow two-way traffic flow north of the island site.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Access to properties adjacent to the length of road described in paragraph 2(a) above would be maintained insofar as access is reasonably practicable without interference with the said works. Access to the remaining lengths of Church Path would be maintained at all times.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. Vehicular traffic affected by the road closure should proceed using Church Path, the northern lane, between its junction with Church Lane and the western extremity of the Church Path island site.

9. The Order would come into operation on Monday 28th January 2019 with the works anticipated to be completed within 10 working days. However, the Order would remain in force for 6 months and its provisions would be re-introduced during that period for should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
DRAXMONT, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate electrical utility works in Draxmont, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to enter, proceed or wait (including for the purpose of loading or unloading any vehicle) in Draxmont, SW19, from a point 51 metres south-east of the southern kerb-line of Wimbledon Hill Road, south-eastward for a distance of 12 metres.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Draxmont is a cul-de-sac and vehicular access to properties adjacent to, or south of, the restricted length of road will be maintained insofar as access is reasonably practicable without interference with the said works.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into force on Monday 14 January 2019 and it is anticipated that works will be carried out over ten days. However, the Order will remain in force for 6 months should further works be required.

RAVENSBURY TERRACE, WIMBLEDON PARK
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 12A Ravensbury Terrace, they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in Ravensbury Terrace.

2. During the works, no person would:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Ravensbury Terrace, between the boundary of the London Borough of Merton with the London Borough of Wandsworth and its southernmost extremity; or

(b) enter or proceed in the footway on the east side of the length road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in Ravensbury Terrace, the east side, between the boundary of the London Borough of Merton with the London Borough of Wandsworth and its southern extremity would be suspended for the duration of the works at No. 12A Ravensbury Terrace.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by the footway closure should proceed via the footway opposite.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 21 January 2019 would remain in force for a maximum period of 18 months.

INTRODUCTION OF 20 MPH SPEED LIMIT IN VARIOUS ROADS IN THE POLLARDS HILL AND LONGTHORNTON AREAS
THE MERTON (20 MPH SPEED LIMIT) (NO. 1) TRAFFIC ORDER 2019
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 January 2019, made the above mentioned Order under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will be to:-

(a) impose a 20 MPH speed limit in the roads or lengths of roads described in the Schedule to this notice so that all roads bounded by the Mitcham Eastfields to Streatham railway line, Mitcham Common and the eastern Merton borough boundary will be subject to a 20MPH speed restriction;

(b) revoke the Merton (20 MPH Speed Limit) (No. 4) Traffic Order 2018 and re-enact its provisions.
