THE YORK SPEED LIMIT (AMENDMENT) (No 14/11) NOTICE OF MAKING ORDER 2018
Notice is hereby given that on the 19th day of December 2018 City of York Council, in exercise of powers under Section 82, 83 and 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("The Act") and all of the other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:
1. Introducing a 20 miles per hour (mph) speed limit in Vangarde Way, Huntington, thereby revoking the existing statutory 30 mph speed limit from within that length.
2. Revoking the 40 mph speed limit in that length of Main Street/Selby Road (A19), Fulford, between a point 58 metres south from the projected highway boundary line on the north side of Fulford Mews and a point 8 metres south of the projected centreline of Landing Lane, thereby allowing a statutory 30mph speed limit to take effect within the said length by virtue of the standard of street lighting provision.
The Order comes into effect on the 21 st day of December 2018 A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, Make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 19th day of December 2018 in respect of the location Numbered (1) and on the same day in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3), (4), (5) and (6). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (7),
(8), (9) and (10).
(1) FORDLANDS ROAD, YORK
This Order continues in force The York (Fordlands Road) (Temporary Traffic Restrictions) Order 2018 (original Order) that Order having an expiry date on the 31st day of December 2018. This is necessary to ensure that carriageway construction works being undertaken thereon. The effect of the Order is to continue in force the prohibition on vehicles form proceeding and waiting in Fordlands Road, York between its junctions with Germany Lane and new access road to the Germany Beck housing development (closed road) during the period commencing at 0001 hours on the 1st day of January 2019 and ending at 2400hrs on the 31st day of December 2019 (works period) or at the end of the works period whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.
(2) PEMBROKE STREET, YORK This Order prohibits vehicles from proceeding and waiting in Pembroke Street, York between the respective projected southern property boundary lines of No.'s 1 and 11 Pembroke Street (closed road) during the period when water works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0001hrs on the 8th day of January 2019 and ending at 2040hrs on the 11th day of January 2019 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.
(3) ST OSWALD'S ROAD, FULFORD
This Order prohibits vehicles from proceeding and waiting in St Oswald's Road, Fulford (closed road) during the period when new water connection works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0001hrs on the 8th day of January 2019 and ending at 2400hrs on the 11th day of January 2019 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.
(4) LEA WAY, YORK
This Order prohibits vehicles from proceeding and waiting in Lea Way, York between its junction with Leafield Court and the projected southern property boundary lines of No. 32 Lea Way (closed road) during the period when sewer works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0001hrs and ending at 2400hrs on the 9th day of January 2019 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.
(5) HOLLY TREE LANE, HAXBY
This Order prohibits vehicles from proceeding and waiting in Holly Tree Lane, Haxby between its junction with York Road and the projected eastern property boundary line of No. 1 Holly Tree Lane (closed road) during the period when works to renew the fire hydrant, being undertaken thereon, that period commencing at 1900hrs on the 7th day of January 2019 and ending at 0500hrs on the 8th day of January 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(6) FOSS ISLANDS ROAD & WALMGATE, YORK This Order (i) prohibits vehicles from waiting in that length of Foss Islands Road, York on its west side between points 325 metres and 345 metres south from the projected centreline of Navigation Road; (ii) prohibiting vehicles from proceeding and waiting in that length of Walmgate, York between its junctions with Foss Islands Road and Navigation Road and (iii) prohibiting vehicles from making a left hand turn from Walmgate into Foss Islands Road (restricted roads) during the period when Traffic Signal Improvement works being undertaken nearby, commencing at 0001hrs on the 6th day of January 2019 and ending at 2400hrs on the 15th day of February 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. It is envisaged that the restriction will only be put in to place on the following dates:
(i) The prohibition on vehicles waiting in Foss Islands Road will only be put into effect from Sunday 6th January till Friday 15th February 2019 during the works period;
(ii) The prohibition on vehicles proceeding and waiting in Walmgate will only be put into effect on Sunday 6th January, Saturday 12th January, Sunday 13th January, Saturday 19th January and Sunday 20th January 2019 during the works period;
(iii) The prohibition on vehicles making a left hand turn from Walmgate into Foss Islands Road will only be put into effect from Sunday 6th January till Friday 15th February 2019 during the works period.
(7) YORK ROAD LEVEL CROSSING, HAXBY This Order will prohibit vehicles from proceeding through the York Road Level Crossing on Haxby Road, Haxby (closed road) during the period commencing at 2300hrs on 12th day of January 2019 and ending at 0900hrs on the 13th day of January 2019 or at time when track maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via York Road, A1237, B1363, Mill Lane, The Village, York Road and vice versa.
(8) ALNESS DRIVE, YORK This Order will prohibit vehicles from proceeding and waiting in Alness Drive, York between its junctions with Nevis Way and Girvan Close (closed road) during the period commencing at 0001hrs and ending at 2400hrs on the 13th day of January 2019 (works period) or at time when water works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(9) WHITE ROSE AVENUE, YORK This Order will prohibit vehicles from proceeding and waiting in White Rose Avenue between points 50 metres north west and 50 metres south east of it junction with Garthway (closed road) during the period commencing at 0001hrs on the 14th day of January 2019 and ending at 2400hrs on the 21st day of January 2019 (works period) or at time when sewer works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(10) MAIN STREET, ASKHAM BRYAN This Order will prohibit vehicles from proceeding and waiting in Main Street, Askham Bryan between the respective projected eastern property boundary lines of No.'s 153 and 155 Main Street (closed road) during the period commencing at 0001hrs on the 15th day of January 2019 and ending at 2400hrs on the 18th day of January 2019 (works period) or at time when new water connection works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
