1. NOTICE IS HEREBY GIVEN that the Council of the London Borough ot Merton, on 28 November 2018, under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, made the above mentioned Orders.
2. The general effect of the above mentioned 'Free Parking Places' Orders will be to: -
(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
(e) relocate the disabled parking place outside No. 36 Caithness Road so that it lies from a point 6.6 metres north-west of the common boundary of Nos. 40 and 42 Caithness Road north-westward for a distance of 6.6 metres.
3. The general effect of the "Parking Places Amendment" Orders will be to shorten in length or remove existing permit parking places in Dinton Road, Colliers Wood; Manor Road, Mitcham; and Milton Road, Mitoham; to facilitate the installation of disabled persons parking places in those roads.
4. A copy of each of the Orders, which will come into force on 10 December 2018, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE
the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;
(iii) subject to sub-paragraphs (iv) to (vi) below, charges for other permits will be as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months; annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.00 per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(iv) there may be an additional £25 charge for the administration of new resident or annual visitor permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(v) an additional charge (diesel surcharge) will apply to resident, business, teacher and trade parking permits for all diesel vehicles. This will be phased in as follows:-
(I) £115 annual surcharge until 31 March 2019;
(II) £150 annual surcharge from 1 April 2019.
Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(vi) the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum and a £40 per annum reduction will apply to business, teacher and trade parking permit charges for electric vehicles, pro rata for a minimum of 6 months.
(b) revoke the Merton (Parking Places) (RPC) (No. 2) Order 2015 and its subsequent amending Orders and re-introduce their provisions in one Order with amendments to match the on-street layout in Durham Road.
3. The general effect of the 'Free Parking' Order will be to omit Durham Road from the London Borough of Merton (Parking Bays) (No. 2) Traffic Order 1997 and re-introduce its provisions with amendments to reflect the on-street layout.
4. The general effect of the 'Waiting and Loading' Order will be to introduce waiting restrictions operating Mondays to Fridays between the hours of 11 a.m. and 12 noon inclusive in Orchard Lane, the south side, from a point 18 metres east of the south-eastern kerb-line of Durham Road to a point 6 metres east of the south-eastern boundary of No. 11 Orchard Lane and "at any time" elsewhere in Orchard Lane.

2. The general effect of the Order would be to convert sections of existing parking places, in lengths of Edenvale Road generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone 'GC2' to facilitate proposed vehicle crossovers.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
5. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ CROSSOVER14, no later than 21 December 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (BUSHEY ROAD AND THE NORTHBOUND A3 SLIP ROAD
LEADING TO BUSHEY ROAD) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate the removal of a high mast, the installation of new lighting columns and associated works to be undertaken in certain lengths of Bushey Road, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.
3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.
4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said work. (Traffic marshals will be in place to assist access and egress when possible).
7. The Order will come into force on Monday 3 December 2018 and the anticipated works dates and times are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 28 November, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the 'Places Places RPC' Order will be to:-
(a) extend the controlled parking zone 'RPC' to include Orchard Lane and designate permit only partial footway parking places in the lengths of road specified in the Schedule to this notice that will operate Mondays to Fridays between the hours of 11 a m. and 12 noon inclusive in Orchard Lane, and specify that:-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in Orchard Lane. Subject to sub-paragraphs (iv) to (vi) below,
