1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.

2. The general effect of the above mentioned 'Free Parking Places' Orders would be to: -

(a) designate parking places on the carriageway, unless specified otherwise, at the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.


3. The general effect of the "Parking Places Amendment" Orders would be to shorten in length or remove existing designated parking places in Central Road, Morden; Chatsworth Avenue, Wimbledon Chase; and Hotham Road, SW19; to facilitate the installation of disabled persons parking places in those roads.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate each length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP22, no later than 7 December 2018.

SCHEDULE
(ii) a maximum of 3 permits per residential address would be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in the Schedule to this Notice and subject to sub-paragraphs (iv) to (vi) below, the charges would be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;

(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: resident address permits would charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would

be £140, residents would be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit valid between 8.30am and 2pm or between noon and 6.30pm Mondays to Fridays inclusive; teacher permits would be £180 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(v) an additional charge (diesel surcharge) would apply to resident, business, teacher and trade parking permits for all diesel vehicles. This would be phased in as follows:-

I. £115 annual surcharge until 31 March 2019;

II. £150 annual surcharge from 1 April 2019.

Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;
(vi) set the resident parking permit charge for electric vehicles at a discounted rate of £25 per annum and apply a reduction of £40 per annum to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.

4. The general effect of the 'Waiting and Loading' Orders would be to introduce waiting restrictions operating "at any time" or between the hours of 8.30am to 6.30pm Mondays to Fridays in the roads or lengths of road specified in the Schedule to this Notice.

5. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX,

SCHEDULE
Esher Mews;
Commonside East, the northern arm, from a point 13 metres west of its junction with Esher Mews to its junction with Hallowell Close and including the section leading to Commonside East, the main arm; and Hallowell Close.
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 6) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate track renewals and associated works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route fon­ts) diverted vehicular traffic would be via West Barnes Lane, Claremont

Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 12.01am on Saturday 8th December 2018 and remain in force until 5am on Monday 10th December 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
EVELINE ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Eveline Road, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in Eveline Road, both sides, from the western boundary of No. 34 Eveline Road to its junction with Mortimer Road; or

(b) enter or proceed in the footways along the length of Eveline Road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by any footway closure should proceed via the footway opposite.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into force on Monday 26th November 2018 and the works are anticipated to last 4 weeks. However, the Order will remain in operation until 31st January 2019 during which its provisions will be re­introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) VARIOUS ROADS (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 14) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water pipe replacement works in various roads, they have made an Order, the effect of which will be to temporarily restrict vehicles from waiting or parking in the roads specified in the Schedule to this notice.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in any of the roads or lengths of roads specified in the Schedule to this notice.

3. Any designated parking place situated in the roads or lengths of roads specified in column 2 of the Schedule to this notice will be suspended for the duration of the works. The works will be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders would be to introduce a controlled parking zone "MTC2" to include Esher Mews, Commonside East, the northern arm and Hallowell Close.

3. The general effect of the 'MTC2 Parking Places' Order would be to: -

(a) designate parking places that would operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in certain lengths of the roads listed in the Schedule to this Notice,

(b) specify that-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" would park free;
