1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 4 September 2018, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Waiting and Loading" Orders will be to further amend existing Merton waiting and loading restriction orders so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) will be prohibited at any time at the junctions listed in Schedule 1 to this Notice or in the lengths of roads listed in Schedule 2 to this Notice;
(b) the waiting restrictions relating to Linkway, SW20, Lynmouth Avenue, SM4, and Kingsbridge Road, SM4, will be revoked and re-enacted to the current on-street layout.
3. The general effect of the above mentioned "Free Parking Places" Order will be to: -
(a) designate a parking place on the carriageway at the location listed in Schedule 3 to this Notice in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking place will operate at all times, unless otherwise stated;
(d) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(e) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
4. The general effect of the "Parking Places Amendment" Orders will be to shorten in length an existing parking place in:-
(a) Southdown Road, to facilitate the installation of disabled persons parking place in that road;
(b) Central Road, to facilitate the extension of double yellow lines.
5. A copy of each of the Orders, which will come into force on 17 September 2018, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the lengths of roads listed in the Schedule to this Notice.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WREB, no later than 28 September 2018.

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 456) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on the 4 September 2018 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the 'RPW Parking Places' Order will be to: -
(a) designate parking places that will operate Mondays to Fridays between the hours of 11 am and 3pm inclusive in certain lengths of the roads or lengths of roads listed in Schedule 1 to this notice, and
(b) specify that-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) the parking places in the lengths of road listed in Schedule 2 to this notice may also be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" will park free;
(iii) the parking places in the lengths of road listed in Schedule 3 to this notice may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system.
