1. The Council of the London Borough of Richmond upon Thames on 23 August 2018 2018 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Order will be to introduce lengths of yellow lines as set out in the schedule to this notice.
2. Full details of the Order, which will come into operation on 3 September 2018, are contained in the following documents: -
(a) the Order;
(b) a plan indicating the location and effect of the restrictions; and
(c) the Council's Statement of Reasons for making the Order.
3. Copies of the above documents: -
(a) can be inspected, quoting Reference 18/172, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/ public_notices until the date on which the Order ceases to have effect.
4. This Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by this Order run, modify or suspend the Order or any provision thereof.
5. If the provisions of this Order continue in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.
6. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to highwaysandtransport@richmondandwandsworth.gov.uk, quoting the reference given above by no later than 8 March 2019.
7. Persons wishing to question the validity of this Order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court

SCHEDULE Street Details
Constance Road, Evelyn To introduce lengths of double yellow lines ("no Close, Gilpin Crescent, waiting at any time") in lengths of Nelson Road,
Hospital Bridge Road, Nelson from its junction with Hospital Bridge Road to Road, and Runnymede Runnymede Gardens.
Gardens Whitton to introduce double yellow at the following junctions with Nelson Road: -
Constance Road; Evelyn Close; Gilpin Crescent; Hospital Bridge Road; and Runnymede Gardens.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Waiting Restriction and Road Closure Walpole Gardens, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate filming and to ensure the safe movement of traffic, they intend to make a temporary Traffic Order to restrict traffic in Walpole Gardens, Twickenham.
2. Whilst the Order remains in force: -
(a) no person shall cause or permit any vehicle to wait or stand in Walpole Gardens between a point outside No 10 Walpole Gardens and a point outside No 16 Walpole Gardens;
(b) no person shall cause or permit any vehicle to proceed in Walpole Gardens; local access will be maintained where possible.
3. An alternative route for vehicles affected by the closure will be available via Wellesley Road and Spencer Road
4. The order will come into effect on 3 September 2018. The waiting restrictions will be in force on Mondays to Fridays from 3 September 2018 until 10 September 2018 and the closure will be in force on 3 and 10 September 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Waiting Restriction Ham Common, Ham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction works, they have made a temporary Traffic Order to restrict traffic in Ham Common, Ham.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Ham Common, from a point opposite the eastern kerb-line of Martingales Close to its junction with Lock Road. The restrictions will apply to such an extent as indicated by signs/lines/cones.
3. The order will come into effect on 3 September 2018. The restrictions will be in force between 7am and 6pm on Mondays to Fridays inclusive and between 7am and 1pm on Saturdays from 3 September 2018 until 30 November 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
