ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE M62, M602, M6 AND M60 MOTORWAYS [MANCHESTER SMART MOTORWAY SCHEME] (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2018 NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No. 09346363) intends to make an Order on the M62, M602, M6 and M60 Motorways in the City of Salford and the Borough of Warrington, in the Counties of Greater Manchester and Cheshire to allow works associated with the Manchester Smart Motorway Scheme to be carried out in safety.
(a) The Order will impose a 40mph, 50 mph or 60mph speed restriction as indicated by speed limit signs on the following:
i. the M62 eastbound carriageway, from the western bridge (A49 Stump Cross) at Junction 9, to a point 3000 metres east of Barton Moss Road Bridge;
ii. the M602 westbound carriageway, from a point 3750 metres east of Barton Moss Road Bridge, to Mill Lane Bridge on the M62;
iii. the M62 eastbound entry slip road at Junction 9;
iv. the M62 eastbound entry and exit slip roads at Junction 11;
v. the M62 westbound entry and exit slip roads at Junction 11;
vi. the M62 eastbound link road to the M6 (northbound and southbound) at Junction 10;
vii. the M6 southbound link road to the M62 eastbound carriageway at Junction 21A;
viii. the M6 southbound link road to the M62 westbound carriageway at Junction 21A;
ix. the M6 northbound link road to the M62 eastbound carriageway at Junction 21A;
x. the M6 northbound link road to the M62 westbound carriageway at Junction 21A;
xi. the M62 westbound link road to the M6 (northbound and southbound) at Junction 10;
xii. the M62 eastbound link road to the M60 (clockwise/northbound) at Junction 12;
xiii. the M602 Junction 1 westbound link road to the M60 (northbound and southbound);
xiv. the M60 Junction 12 northbound link road to the M62 westbound;
xv. the M60 Junction 12 southbound link road to the M62 westbound.
(b) The Order will ban all traffic from the following sections of the M62, M60 and M6 Motorways:
i. the M62 Junctions 10 to 11 eastbound carriageway, from the last point where the Junction 10 exit slip road leaves the carriageway, to the first point where the Junction 11 entry slip road joins the carriageway;
ii. the M62 Junctions 10 to 12 eastbound carriageway, from the last point where the Junction 10 exit slip road leaves the carriageway, to the first point where the Junction 12 entry slip road joins the carriageway;
iii. the M62 Junctions 12 to 11 westbound carriageway, from the last point where the M602 Junction 1
link road leaves the carriageway, to the first point where the M62 Junction 11 entry slip road joins the carriageway;
iv. the M62 Junctions 12 to 10 westbound carriageway, from the last point where the M602 Junction 1
link road leaves the carriageway, to the first point where the M62 Junction 10 entry slip road joins the carriageway;
v. the M62 Junction 10 eastbound carriageway, from the last point where the Junction 10 exit slip road leaves the carriageway, to the first point where the Junction 10 entry slip road joins the carriageway;
vi. the M62 Junction 11 eastbound carriageway, from the last point where the Junction 11 exit slip road leaves the carriageway, to the first point where the Junction 11 entry slip road joins the carriageway;
vii. the M62 Junction 12 eastbound carriageway, from the last point where the Junction 12 exit slip road leaves the carriageway, to the first point where the Junction 12 entry slip road joins the carriageway;
viii. the M62 Junction 11 westbound carriageway, from the last point where the Junction 11 exit slip road leaves the carriageway, to the first point where the Junction 11 entry slip road joins the carriageway;
ix. the M62 Junction 12 westbound carriageway, from the last point where the Junction 12 exit slip road leaves the carriageway, to the first point where the Junction 12 entry slip road joins the carriageway;
x. the M62 Junction 10 westbound carriageway, from the last point where the Junction 10 exit slip road leaves the carriageway, to the first point where the Junction 10 entry slip road joins the carriageway;
xi. the M6 Junction 21A northbound link road to the M62 eastbound;
xii. the M6 Junction 21A southbound link road to the M62 eastbound;
xiii. the M60 Junction 12 anticlockwise link road to the M62;
xiv. the M60 Junction 12 clockwise link road to the M62;
xv. the M62 Junction 11 eastbound exit slip road;
xvi. the M62 Junction 12 eastbound exit slip road;
xvii. the M62 Junction 11 westbound exit slip road; xviii.the M62 Junction 11 westbound entry slip road;
xix. the M62 Junction 10 westbound exit slip road;
xx. the M62 Junction 11 eastbound entry slip road.
(c) The Order will allow the hard shoulder adjacent to the sections of the M62, M602, M6 and M60 carriageways described below to be used as running lanes. A 50 mph speed limit will be in force on the hardshoulder when used as a running lane.

(d) The Order will prohibit all traffic on the M62:
i. the westbound carriageway, from a point 1000 metres west of the A574 Bridge, to a point 500 metres east of Barton Moss Road Bridge. During the closure of this section of the westbound carriageway westbound traffic will be directed to cross over
into the eastbound carriageway where a contraflow system will be in place;
ii. the eastbound carriageway, from a point 1000 metres west of the A574 Bridge, to a point 500 metres east of Barton Moss Road Bridge. During the closure of this section of the eastbound carriageway eastbound traffic will be directed to cross over into the westbound carriageway where a contraflow system will be in place.
The contraflow operations will not occur at the same time.
(e) The Order will also impose a width restriction of 1.95 metres (6 feet 6 inches) in the offside running lane of the following lengths of carriageway when indicated by traffic signs on the following:
i. described at (a) i;
ii. described at (a) iii;
iii. described at (a) iv;
iv. described at (a) ii;
v. described at (a) v;
vi. described at (a) vi;
vii. described at (a) vii;
viii. described at (a) viii;
ix. described at (a) ix;
x. described at (a) x;
xi. described at (a) xi;
xii. described at (a) xii;
xiii. described at (a) xiii;
xiv. described at (a) xiv;
xv. described at (a) xv.
Prohibitions (b) are expected to be in place overnight between 21:00 hours and 06:00 hours starting on Saturday 11 August 2018 and ending on Friday 10 January 2020. However, works may start and continue between the same times on subsequent nights or continue until completed. Restrictions (a) (c), (d) and (e) are expected to be in place during a continuous period starting at 00:01 hours on Saturday 11 August 2018 and ending at 06:00 hours on Friday 10 January 2020. However, work may start and continue beyond these dates until completed. Diversion routes via alternative junctions of the M62, M602, M6 and M60 Motorways and local roads will be well signed. The restrictions will not apply to emergency services or special-forces vehicles and the prohibitions will not apply to emergency services, works, winter maintenance, or traffic officer vehicles. The prohibitions and restrictions will only apply during such times and to such extent as will be indicated by traffic signs. The Order comes into force on 10 August 2018 and has a maximum duration of eighteen months.
