M27 AND M3 MOTORWAYS (SMART MOTORWAY WORKS AND ROMSEY ROAD BRIDGE REPLACEMENT) TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited has made an Order on the M27 and M3 Motorways in the County of Hampshire, and the Unitary Authorities of the City of Southampton and the City of Portsmouth, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order is, in phases, to:-
1. authorise the overnight and full weekend closure of both carriageways of the M27 between Junction 3 (M271) and slip road leading from Portsbridge Roundabout at Junction 12 (A3/A27/A397), and all slip roads leading to and from this length.
2. authorise the phased overnight closure of -
(a) both lengths of carriageway of the M3 between Junction 13 (A335) and Junction 4 (M27 Junction 4);
(b) all slip and link roads at M3 Junction 14 (M27 Junction 4); and
(c) the slip road leading to the coast-bound link road (connecting the M3 to the westbound carriageway of the M27) at Junction 13 (A335).
3. impose a 24-hour 50mph speed limit on -
(a) the eastbound carriageway of the M27 between a point 115 metres east of the exit slip road at Junction 3 (M271) and a point 1140 metres east of the Skew Road overbridge (the centreline of the unnamed underpass connecting Hillsley Road and Browning Avenue in Portsmouth), all slip/link roads leading to and from this length and the adjacent hard shoulder;
(b) the westbound carriageway of the M27 between a point
1130 metres east of the Skew Road overbridge (the centreline of the unnamed underpass connecting Hillsley Road and Browning Avenue in Portsmouth) and a point 165 metres west of the exit slip road at Junction 3 (M271), all slip/link roads leading to and from this length and the adjacent hard shoulder;
(c) the link road connecting to the London-bound carriageway of the M3 from the eastbound carriageway of the M27 at Junction 14 (M27 Junction 4); and
(d) The link road connecting the coast-bound carriageway of the M3 to the westbound carriageway of the M27 at Junction 14 (M27 Junction 4).
4. impose a 24-hour 60mph speed restriction on the lengths of carriageway, the slip/link roads and hard shoulder described in 2 above.
5. impose a 24-hour width restriction of 3.25 metres in lane 1,
or 3.25 metres in lane 2, or 2.75 metres in lane 3 in the lengths of carriageway described in 2 above.
6. authorise a 24-hour one lane contraflow on -
(a) the eastbound carriageway of the M27 between a point
190 metres west of the exit slip road at Junction 5 (A335) and a point 1140 metres east of the Skew Road overbridge (the centreline of the unnamed underpass connecting Hillsley Road and Browning Avenue in Portsmouth); and
(b) the westbound carriageway of the M27 between a point 1130 metres east of the Skew Road overbridge (the centreline of the unnamed underpass connecting Hillsley Road and Browning Avenue in Portsmouth) and a point 185 metres west of the entry slip road at Junction 5 (A335).
7. authorise a 24-hour width restriction of 3.25 metres in lane 1,
or 3 metres in lane 2, or 2.75 metres in lane 3 in a second length of carriageway, and a third length of carriageway when a contraflow in operation.
8. authorise the 24-hour closure of the hard shoulder adjacent to the lengths of carriageway described in 1. above and the link roads described in 3. (c) and (d) above.
These measures are in the interests of road safety while contractors undertake all works associated with M27 SMART motorway works and all works associated with Romsey Road (A3057) overbridge replacement works, and inspections and surveys, earth works, geotechnical works, carriageway surfacing, road markings, road studs, signage, gantry, electrical and lighting work, bridge works, technology works, drainage works, barrier and fencing works, landscaping works, highways maintenance works and all associated works.
It is expected that the work will last for approximately 36 months starting on or after Thursday 26th July 2018. The overnight closures will take place between 20:00 and 06:00 (maximum period), schedule to be advised by signage and traffic reports.
During the majority of the works a 50mph speed limit will be in operation. The operation of a 60mph speed limit will be at the discretion of the works supervising engineer depending on the nature of works being undertaken and during embargo periods such as bank holidays. The Order will come into force on 24th July 2018 and continue until completion of the works.
Traffic affected by the closures will be diverted via other junctions of the M27 and M3, and by using the M271, A27, A32, A334, A335, A3024, A3057, Bournemouth Road, Chestnut Avenue, Leigh Road, Passfield Avenue, Wide Lane and Winchester Road. The diversion route will vary depending on the closure in force.
The temporary speed limits, width restrictions, contraflow, closures and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
This Order will replace the existing order for the ongoing Romsey Road (A3057) overbridge replacement works.
