THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of an Order made under section 247 of the above Act entitled Dingwall Avenue Croydon, authorising the stopping up of Dingwall Avenue Croydon to enable the development described in the schedule to this Notice to carried out in accordance with planning permission granted 20th April 2018 to Croydon Limited Partnership reference 16/05418/OUT.

The highway to be stopped up is in the London Borough of Croydon. It is shown edged black and labelled A on the deposited Plan 1 (Drawing
Number 7572-GA-06 rev A) and comprises:-
The complete width of Dingwall Avenue commencing from the back edge of the footway at the junction of Dingwall Avenue with Wellesley Road and extending westwards for a distance of 117 metres. (Total area to be stopped up is 2482m2)
Description of Development
Mixed use redevelopment of the Site through the demolition (within and outside the Conservation Area), alteration, refurbishment and retention of existing buildings/structures and erection of new buildings/structures to provide a range of town centre uses including retail and related uses (Use Class A1 - A 5), leisure (Use Class D2), residential (Use Class C3), student accommodation (sui generis) or hotel (Use Class C1), community facilities (Use Class D1), office (Use Class B1), residential amenity space and public realm. Alteration of existing and creation of new basements, underground servicing and multi-storey car parking, alteration to existing and creation of new vehicular and pedestrian access into the site, utility and energy generation facilities, infrastructure and associated facilities, together with any required temporary works or structures required by the development. Demolition within the conservation area of no. 5 George Street and nos. 2- 30 North End, but with retention of the building facades at no. 5 George Street and at nos. 2-30 North End. It is shown line hatched and edged black and labelled A on the deposited Plan 1 (Drawing Number 7572-GA-08 rev A) and comprises:-An irregularly shaped area on the south side of Poplar Walk extending eastwards from a point approximately 51 m east of the junction with North End comprising an area of 100m2, with a length of 42m. (Total area to be stopped up is 100m2)
Description of Development

ROAD TRAFFIC REGULATION ACT, 1984 SECTION 14, AS AMENDED
THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS. TEMPORARY PROHIBITION OF TRAFFIC
1. Croydon Council, HEREBY GIVE NOTICE that to facilitate gas main replacement works, they have made an Order the effect of which would be to temporarily:

(a) revoke one-way traffic for the duration of the works in those streets or lengths of streets specified in the Schedule to this Notice;

(b) temporarily close to vehicular traffic those streets or lengths of streets specified in the Schedule to this Notice;

(c) temporarily close any adjoining streets to those mentioned in the Schedule to vehicular traffic where this is considered necessary to facilitate the work in progress; and

(d) temporarily introduce banned turns, footway closures or waiting and loading restrictions at any time should this be required;

(e) any other temporary traffic management measures as required to facilitate gas works.

2. Wherever the work happens to be in progress in those streets or lengths of streets specified in the Schedule to this Notice, no person may cause or permit any vehicle to:

(a) proceed in a direction other than that indicated by a traffic sign, or

(b) proceed in any street or length of street which may at the time be subject to a road closure until the completion of the work allows.

3. Whilst the provisions of the Order remain in force, waiting or loading by vehicles will be prohibited at any time in those streets or lengths of streets specified where work is in progress. Any vehicle waiting in contravention of any restriction on waiting imposed by this Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

4. During the prohibitions referred to in paragraph 2 above, displaced traffic will be diverted via local streets as appropriately signed.

5. The Order will come into operation on the 03 September 2018 and will remain in force for a period of 18 months although it is anticipated the works will be completed within 5 weeks.

(Note: The provisions of the Order will only apply during such times and
to such extent as shall from time to time be indicated by traffic signs
prescribed by the Traffic Signs, Regulations and General Directions 2002.
Access for frontagers will be maintained as far as possible whilst the work
proceeds).
