notice publicising a proposed application for a development consent order supplementary consultation
Highways england company limited of Bridge House, 1 Walnut Tree Close, Guildford, GUI 4LZ ("the Applicant") proposes to make an application ("the Application") under Section 37 of the Planning Act 2008 to the Secretary of State for Transport for a Development Consent Order. Highways England undertook a statutory consultation in relation to its proposed application between 8 February 2018 and 23 April 2018. As part of the development of the scheme and having had regard to responses received to its statutory consultation, Highways England is now undertaking a supplementary consultation in relation to certain changes made to its proposals. This supplementary consultation is taking place from Tuesday 17 July 2018 to Tuesday 14 August 2018. Highways England is proposing to upgrade the A303 past Stonehenge between Amesbury and Berwick Down to a dual two-lane carriageway. The scheme is approximately 8 miles (nearly 13km) long and comprises the following key elements:

? A bypass to the north of Winterbourne Stoke with a viaduct over the Till valley;

? A new junction between the A303 and A360 to the west of and outside the Stonehenge, Avebury and Associated Sites World Heritage Site (The World Heritage Site), replacing the existing Longbarrow roundabout;

? A twin-bore tunnel at least 1.8 miles (2.9 km) long past Stonehenge;

? A new junction between the A303 and A345 at the site of the existing Countess roundabout.

All of the supplementary consultation materials, containing details of the changes being consulted on, will be available to view online from Tuesday 17 July 2018 on the A303 Stonehenge scheme website at www.highways.gov.uk/A303Stonehenge/consultation.

All of the supplementary consultation materials will be available to view online from Tuesday 17 July 2018 on the A303 Stonehenge scheme website at www.highways.gov.uk/A303Stonehenge/consultation. The scheme is Environmental Impact Assessment development ("EIA development"), as defined by the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. This means an Environmental Statement will be submitted as part of the Application, and a Preliminary Environmental Information Report ("PEI Report") formed part of the statutory consultation material. A single set of paper copies of the supplementary consultation booklet and response form will be supplied free of charge. A digital copy on a USB drive of these items will be supplied free of charge through the post if requested. If you do not have access to a computer a printed copy of the scheme plans and the PEI Report can be sent to you if requested. A charge of £135 VAT/delivery costs will be made for each copy provided. Any person may comment on the proposals or otherwise respond to this publicity. Responses must be received by 23.59 on Tuesday 14 August 2018. A supplementary consultation response form is available as part of the consultation materials. Responses must be received no later than 23.59 on Tuesday 14 August 2018
Highways England will consider and have regard to all responses in developing the application for a Development Consent Order once supplementary consultation has closed. The responses will be summarised in a Consultation Report and published on the scheme website when the application is submitted. Therefore, in providing any comment, it should be borne in mind that the substance of it may be communicated to others as part of the Consultation Report.
