1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order will be to Introduce and revoke lengths of yellow lines as set out In the schedule to this notice.
3. The general effect of the Prohibition of Stopping outside Schools Order is to introduce a length of School Keep Clear Markings as detailed in the Schedule to this Notice.
4. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 18/142, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices
5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (Civil Enforcement Area) (Amendment No. 7) Experimental Order 2018 NORMANSFIELD AVENUE, HAMPTON WICK

1. The Council of the London Borough of Richmond upon Thames on 28 June 2018 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Hampton Wick Parking Places Order will be to re-designate a number of parking places in Normansfield Avenue as shared-use permit holder / pay and display parking places and shared-use permit holder / pay and display parking places,
3. The general effect of the Waiting and Loading Restriction Amendment
Order will be to introduce new waiting restrictions operating "at any time" on lengths of Normansfield Avenue.
4. Full details of the Orders, which will come into operation on 6 July 2018, are contained in the following documents: -
(a) the Orders;
(b) a plan indicating the location and effect of the restrictions; and
(c) the Council's Statement of Reasons for making the Orders.
5. Copies of the above documents: -
(a) can be inspected, quoting Reference 18/144, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site
at http://www.richmond.gov.uk/public_notices until the date on which the Orders cease to have effect.
6. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Orders run, modify or suspend the Order or any provision thereof.
7. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing of their objection and the grounds of that objection to the address below.
8. Please address any representations to the Orders to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to highwaysandtransport@richmondandwandsworth.gov.uk, quoting the reference given above by no later than 11 January 2019.
9. Persons wishing to question the validity of these Orders or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Orders were made, apply for the purpose to the High Court

4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Waiting Restriction Broom Road, Teddington
(Ref: 18/143)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom utility works, they intend to make a temporary Traffic Order to restrict traffic in Broom Road, Teddington.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Broom Road from the south-eastern kerb-line of Trowlock Way south-eastwards for a distance of 50 metres.
3. The order will come into effect on 14 July 2018. The restrictions will be in force from 9am on 14 July 2018 until 5pm on 15 July 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

Details
To introduce double yellow lines ("no waiting at any time") across the arms of the junction at Bluefield Close, Buckingham Road and The Avenue, Hampton.
To introduce footway parking on both sides of the east to west arm, between its junctions with Warwick Close and the north to south arm and to introduce double yellow lines ("no waiting at any time") across two footway crossovers.
To introduce school keep clear markings operating Monday to Friday between 8am and 5pm on the southern side outside Twickenham Primary Academy. The markings will be some 25.5 metres in extent.
To introduce lengths of double yellow line ("no waiting at any time") on the western side of Petersham Road across the junction of Ham Common (opposite Sudbrook Lodge) and in Ham Common, on both sides at its junction with Petersham Road; the lines will extend into Bishops Close at its junction with Ham Common.
To introduce lengths of double yellow line ("no waiting at any time") in the access road to the cemetery.
To extend double yellow lines ("no waiting at any time") on its northern kerb-line to the west of the junction with Clarence Road by 10 metres.
To extend the existing double yellow lines ("no waiting at any time") at the junction of Sandy Lane so that terminates 7.6 metres north of the southern boundary of No 241 Petersham Road.
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Waiting Restriction Waldegrave Road, Teddington

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction works, they intend to make a temporary Traffic Order to restrict traffic in Waldegrave Road, Teddington.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Waldegrave Road outside the entire frontage of Butterworth Laboratories Limited (54-56 Waldegrave Road, Teddington).
3. The order will come into effect on 13 July 2018. The restrictions will be in force between 8am and 5pm on Mondays to Fridays inclusive from 13 July 2018 until 12 January 2020.
Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

Temporary Waiting Restriction Percy Road, Holly Bush Lane and Tudor Avenue, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a bus diversion during utility works, they 5 intend to make a temporary Traffic Order to restrict traffic in Percy Road, Holly Bush Lane and Tudor Avenue, Hampton.
(c) any vehicle being used for police, fire brigade or ambulance purposes.
The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
Lower Grove Road, Richmond
Park Road, Teddington
Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the following roads: -
(a) Holly Bush Lane, Hampton;
(b) Percy Road, Hampton; and
(c) Tudor Avenue, Hampton.
■ These restrictions will be on a rolling basis as required from time to time during the works. The restrictions will not operate in the full lengths of these roads or in all roads concurrently.
The order will come into effect on 11 July 2018. The restrictions will be in force at all times from 11 July 2018 until 1 August 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

Any vehicle waiting in contravention of any restriction imposed by the
Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
