ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE M65 MOTORWAY (JUNCTIONS 5-6 EASTBOUND AND WESTBOUND CARRIAGEWAYS AND SLIP ROADS) [TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2018
NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No. 09346363) intends to make an Order on the M65 Motorway, in the Boroughs of Blackburn with Darwen and Hyndburn, in the County of Lancashire, to enable carriageway re-profiling, resurfacing works including the renewal of road markings, road studs and traffic detector loops, drainage and barrier works, and other general maintenance works; to be carried out in safety.
(a) The Order will impose a 50 mph speed restriction on the following sections of the M65 Motorway:
i. the westbound carriageway, from a point 650 metres north of Whitebirk Link Bridge, to a point 100 metres south of Stanhill Road Bridge;
ii. the eastbound carriageway, from a point 650 metres south of Stanhill Road Bridge, to a point 100 metres north of Whitebirk Link Bridge.
(b) The Order will ban all traffic from the following sections of the M65 Motorway:
i. the westbound carriageway, from the last point where the Junction 6 exit slip road leaves the carriageway, to the first point where the Junction 6 entry slip road joins the carriageway;
ii. the eastbound carriageway, from the last point where the Junction
5 exit slip road leaves the carriageway, to the first point where the Junction 6 entry slip road joins the carriageway;
iii. the westbound carriageway, from the last point where the Junction
6 exit slip road leaves the carriageway, to the first point where the Junction 5 entry slip road joins the carriageway;
iv. the westbound exit slip road at Junction 5;
v. the eastbound entry slip road at Junction 5;
vi. the eastbound exit slip road at Junction 6;
vii. the westbound entry slip road at Junction 6.
(c) The Order will allow the hardshoulders to be used as running lanes on the M65 Motorway as follows:
i. the westbound carriageway between Junctions 6 and 5, from Whitebirk Link Bridge, to Stanhill Road Bridge;
ii. the eastbound carriageway between Junctions 5 and 6, from Stanhill Road Bridge, to Whitebirk Link Bridge.
A 50 miles per hour speed restriction will be imposed on all traffic using the hardshoulders.
(d) The Order will impose a width restriction of 2.75 metres (9 feet) on the following sections of the M65 Motorway:
i. in the offside lane of the westbound carriageway between Junctions 6 and 5, from Whitebirk Link Bridge, to Stanhill Road Bridge;
ii. in the offside lane of the eastbound carriageway between Junctions 5 and 6, from Stanhill Road Bridge, to Whitebirk Link Bridge.
Prohibitions (b) ii-vii are expected to be in place overnight between 21:00 hours and 05:00 hours (continuing to 07:00 hours on Saturday and Sunday mornings) during a period starting on Monday 3 September 2018 and ending on Monday 10 September 2018. Prohibition (b) i is expected to be in place over a continuous period starting at 21:00 hours on Friday 7 September and ending at 05:00 hours on Monday 10 September 2018.
Prohibition (b) iv is also expected to be in place during a continuous period starting at 21:00 hours on Friday evenings, and ending at 05:00 hours on Monday mornings, during the following weekends: Friday 3 August 2018 to Monday 6 August 2018, Friday 10 August 2018 to Monday 13 August 2018, Friday 17 August 2018 to Monday 20 August 2018 and Friday 31 August 2018 to Monday 3 September 2018. Restrictions (a), (c) and (d) are expected to be in place during a continuous period starting at 21:00 hours on Monday 3 September 2018 and ending at 7:00 hours on Saturday 8 September 2018. However, work may start and continue between the same times on subsequent nights, or remain in place during extended continuous periods, until completed.
Diversion routes via alternative junctions of the M65 Motorway and local roads will be well signed.
The restrictions will not apply to emergency services or special-forces vehicles, and the prohibitions will not apply to emergency services, works, or traffic officer vehicles. The restrictions and prohibitions will only apply during such times and to such extent as shall be indicated by traffic signs.
