WORCESTER SOUTHERN LINK ROAD (PHASE 4) COMPULSORY
PURCHASE ORDER 2018
COMPULSORY PURCHASE OF LAND AND NEW RIGHTS IN POWICK,
WORCESTER
Notice is hereby given that Worcestershire County Council has made
The Worcestershire County Council Worcester Southern Link Road
(Phase 4) Compulsory Purchase Order 2018 under Section 239 and
Section 250 of the Highways Act 1980. It is about to submit this order
to the Secretary of State for Transport for confirmation, and if confirmed,
the order will authorise Worcestershire County Council to purchase
compulsorily the land and new rights described below for the purpose
of construction of Phase 4 of the Southern Link Road, Worcester and
for the purpose of giving land in exchange for such land and new rights
as fall within the special category to which Section 19 of the Acquisition
of Land Act 1981 applies, namely, common land.
A copy of the order and of the accompanying map may be seen at all
reasonable hours at County Hall, Spetchley Road, Worcester, WR5 2NP.
Any objection to the order must be made in writing to the Secretary of
State for Transport, National Transport Casework Team, Department for
Transport, Tyneside House, Skinnerburn Road, Newcastle upon Tyne NE4
7AR before 9th July 2018 and should state the title of the order, the grounds
of objection and the objector’s address and interests in the land.
In submitting an objection it should be noted that the personal data and
correspondence relating to any objection will be passed to
Worcestershire County Council in order that they can contact you
directly to address the issues raised. If any person does not wish
personal data to be forwarded to the Council, they should state why
when submitting the objection and the Secretary of State will copy the
representations to the Council with the name and address removed and
if there is to be a local Public Inquiry, the representations will be seen
by the Inspector who may give them less weight as a result.
DESCRIPTION OF THE LAND AND THE NEW RIGHTS
All interests in 470 square metres of pasture land lying to the south of
the A4440 at Hams Way, Powick, Worcester.
All interests in 500 square metres of pasture land lying to the east of
the A449 Malvern Road, Powick, Worcester.
All interests in 9,260 square metres of pasture land to the south of the
A4440 Temeside Way, Powick, Worcester.
All interests in 1,185 square metres of pasture land to the south of the
A4440 Temeside Way, Powick, Worcester.
All interests in 10,150 square metres of pasture land to the south of the
A4440 Temeside Way, Powick, Worcester.
All interests in 1,245 square metres of pasture land below and adjacent
the A4440 Temeside Way, Powick, Worcester.
All interests in 2,030 square metres of arable land to the south of the
A4440 Temeside Way, Powick, Worcester.
All interests in 360 square metres of land at and above the bed of the
River Severn.
All interests in 34,630 square metres of pasture land to the south of the
A4440 Hams Way, Powick, Worcester.
The right to construct and maintain upon 45,040 square metres of arable
land to the south of the A4440 Temeside Way, Powick, Worcester a
permanent flood mitigation and bio-diversity pond area.
The right to construct and maintain upon 7,860 square metres of pasture
land to the south of the A4440 Temeside Way between Powick
Roundabout and Carrington Bridge, Worcester a highway embankment,
highway and highway drainage.
The right to construct a working area, haul roads and a site compound
upon 54,030 square metres of pasture land to the south of the A4440
Temeside Way between the A449 and Powick Common Viaduct and to
carry out landscaping works, to store materials and to have access (with
or without vehicles plant and equipment) for the purpose of undertaking
works to the embankment and highway between the A449 and Powick
Common Viaduct.
The right to construct a working area, haul roads, a site compound and
an electricity pylon on 11,980 square metres of arable land to the south
of the A4440 Temeside Way between the new Carrington Bridge to the
River Severn and to store materials and to have access (with or without
vehicles plant and equipment) for the purpose of undertaking works to
the new Carrington Bridge and carriageway, including piers, abutments
and drainage at the new Carrington Bridge towards the River Severn.
The right to construct a working area, haul roads and access for
undertaking works, including electricity pylon works and bridge and
carriageway construction upon 6,880 square metres of arable land to
the north of the A4440 Temeside Way, Powick, Worcester.
The right to construct and lay out upon 1,270 square metres of arable
land lying to the north of the A4440 Temeside Way, Worcester a
working area and means of access for the future maintenance of
Carrington Bridge and to construct and enjoy a means of access for the
future maintenance of an access road and off-slip to the A4440
Temeside Way, adjacent to Carrington Bridge.
All interests (other than those of the Acquiring Authority) in 4,440 square
metres of land (being part river bank and part ancillary parking for the
adjacent caravan park) to the east of the River Severn adjacent to
Carrington Bridge.
The right to construct, lay out and enjoy a working area, means of access
and haul road upon 4,600 square metres of pasture land to the south of
the A4440 Temeside Way, Worcester for the purpose of undertaking
highways, drainage and flood mitigation works.
The right to prepare for use as common land 139,370 square metres of
arable land on the south side of the A4440 Temeside Way, Worcester.
The right to use 1,210 square metres of land forming an access track to
the south of the A4440 Temeside Way, Worcester for access purposes
in connection with the construction and future maintenance of flood
mitigation and bio-diversity ponds.
The right to use 180 square metres of pasture land lying to the south of
the A4440 Hams Way and to the southwest of Powick Roundabout as
a construction working area and as a means of access for the maintenance
of a new foot and cycle bridge.
The right to use 160 square metres of pasture land lying to the south of
the A4440 Hams Way and to the southwest of Powick Roundabout as
a construction working area and as a means of access for the maintenance
of a new foot and cycle bridge.
The right to use 1,990 square metres of arable land to the south of the
A4440 Temeside Way adjacent to the new Carrington Bridge as a
construction working area and as a means of access for the maintenance
of the new Carrington Bridge and for the construction and maintenance
of drainage and for the construction and access for maintenance
purposes of an access road and on-slip to the A4440 adjacent to the
new Carrington Bridge.
The right to use 90 square metres of land at and above the bed of the
River Severn as a construction working area and for access purposes in
connection with the maintenance of Carrington Bridge.
The right to use 240 square metres of land at and above the bed of the
River Severn as a construction working area and as a means of access in
connection with the construction of the new Carrington Bridge including
highways and drainage adjacent to the existing Carrington Bridge.
The right to use 280 square metres of pasture land lying to the south of
the A4440 Temeside Way, Worcester as a construction working area
and as a means of access for undertaking works and laying and
maintaining drainage.
All interests in 955 square metres of pasture land below and adjacent
the north side of Powick Common Viaduct.
The right to use 6,850 square metres of arable land lying to the north of
the A4440 Temeside Way, Worcester as a construction working area
and for the laying out of haul roads and as a means of access for
undertaking works, including pylon works and bridge and highway
construction.
The right to use 1,600 square metres of pasture land lying to the south
of the A4440 Hams Way and to the south west of Powick Roundabout
as a construction working area and as a means of access for bridge
construction and maintenance, including landscaping.
All interests in 2,160 square metres of pasture land lying to the south of
the A4440 Hams Way, Worcester.
All interests in 1,620 square metres of pasture land lying to the south of
the A4440 Hams Way, Worcester.
The right to use 3,940 square metres of pasture land lying to the south
of the A4440 Hams Way and accessed from the A449 Malvern Road as
a construction working area and as a means of access.
The right to use 850 square metres of pasture land lying to the south
of the A4440 Hams Way as a construction working area and as a means
of access.
The right to use 220 square metres of pasture land lying to the south of
Hams Way and the south west of Powick Roundabout as a construction
working area and as a means of access for foot and cycle bridge
construction works.
The right to use 840 square metres of pasture land lying to the south of
Hams Way and the south west of Powick Roundabout as a construction
working area and as a means of access for foot and cycle bridge
construction works.
The right to use 4,490 square metres of pasture land lying to the south
of Hams Way and the south west of Powick Roundabout as a
construction working area and as a means of access for foot and cycle
bridge construction works.
The right to use 400 square metres of pasture land lying to the north of
the A4440 Temeside Way as a construction working area and as a means
of access in order to undertake works in relation to an access road to
Temeside Cottage and to Powick Hams Common.
All interests in 580 square metres of pasture land lying to the north of
the A4440 Temeside Way adjacent and below Powick Common Viaduct.
The right to use 26,900 square metres of pasture land lying to the south
of the A4440 Temeside Way as a construction working area and for the
laying out and construction of haul roads, a site compound, and an
electricity pylon and to use the land also for the storage of materials
and as a means of access for the purpose of undertaking works to the
new Carrington Bridge and carriageway, including piers, abutments
and drainage.
The right to use 230 square metres of pasture land lying to the south of
the A4440 Temeside Way as a construction working area and for the
laying out and construction of haul roads and an electricity pylon and
to use the land also for the storage of materials and as a means of access
for the purpose of undertaking works to the new Powick Common
Viaduct and carriageway, including piers, abutments and drainage.
The right to use 5,080 square metres of pasture land lying to the south
of the A4440 Temeside Way as a construction working area and for
the laying out and construction of haul roads and a site compound
and to use the land also for the storage of materials and as a means
of access for the purpose of undertaking works to the new Powick
Common Viaduct.
The right to use 590 square metres of land forming an access track
at Manor Farm Powick for access purposes in connection with
the construction and future maintenance of flood mitigation and
bio-diversity ponds.
The right to use 90 square metres of land at and above the bed of the
River Severn as a construction working area and for access purposes in
connection with the maintenance of Carrington Bridge.
All interests (other than those of the Acquiring Authority) in 360 square
metres of land at and above the bed of the River Severn.
The right to use 240 square metres of land at and above the bed of the
River Severn as a construction working area and as a means of access
for the future maintenance of the new Carrington Bridge.
