In summary the original contractor is no longer in existence having entered liquidation (the contractor being owned by the original designer/ building surveyor), therefore no records are available in either drawn or written form in terms of compliance with various Code items during the original construction period and it will therefore be impossible to retrospectively achieve sufficient Code level requirements to achieve Level 1rather than the higher Level 3stated.
