Town and Country Planning (Listed Buildings and Conservation Areas (Amendment) (England) Regulations 2010
The following planning applications are those affecting the setting of a Listed Building, a Conservation Area, a Public Right of Way,
or major applications and are available to view on our website. Views relating to the planning applications listed below should be
made by 07/06/2018 quoting the reference number. All views expressed regarding a planning application will be considered

The Local Government and Social Care Ombudsman has issued an adverse finding against Wiltshire Council
for the way that it dealt with and provided support to a family of an adult with Learning Disabilities
Wiltshire Council has fully accepted the findings from the Ombudsman and will be issuing an apology to the family for any distress caused.
Wiltshire Council is taking forward a number of recommendations as a result of the Ombudsman report with a view to amending
and adjusting ongoing working practices.
Wiltshire Council have confirmed that they are already addressing the specific issues highlighted with the family, and more
generally for the service going forward. Wiltshire Council no longer uses the matrix assessment tool that was used to calculate the
support available from its in-house Learning Disability respite services, and they will ensure that all the decisions taken regarding
people’s care are fully in line with the Care Act 2014.
Wiltshire Council say, “Our top priority is to protect vulnerable people in Wiltshire, and the work we are doing to transform our
adult social care services will ensure that those who need it receive the very best care and support available”.
Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984
Notice is hereby given that the Wiltshire Council has made an Order to:
Temporarily close to all traffic: A350 (Part) West Cepen Way, Chippenham, Chippenham Without, Corsham and
Lacock; between Badger (Morrisons) Roundabout and Lackham Roundabout; and to temporarily suspend the existing Weight
Restriction Order on B4528 Hardenhuish Lane, Chippenham to facilitate a route for diverted traffic.
To enable: Wiltshire Council to carry out highway improvement works. Alternative route via B4528 – B4643 – A4 – A420 –
B4528 Hardenuish Lane – B4158 Malmesbury Road. The closure and diversion route will be clearly indicated by traffic
signs. This Order which previously came into operation on 25 September 2017 will now recommence on 21 May 2018 and it is
anticipated that the closure will be required nightly between the hours of 20.00 – 06.00 until 31 May 2018. It is anticipated that
the works will take the stated duration to complete depending upon weather conditions. The Order has a maximum duration of

Section 14(1) of the Road Traffic Regulation Act 1984
Notice is hereby given that Wiltshire Council intends to make Orders to close temporarily to all traffic: (a) A361 (Part),
Seend; from its junction with A365 to its junction with Bollands Hill to enable Tarmac to undertake carriageway resurfacing
work including installation of road markings and associated works. Alternative route via A361 (unaffected length) – A350 –
A365 and vice versa. This Order will come into operation on 11 June 2018 and it is anticipated that the closure will be
required daily between the hours of 09:00 and 15:30 until 22 June 2018. For further information please contact Jedd Gittins
(Atkins) on 01225 730375; (b) Hillworth Road (Part), Devizes; from its junction with A360 Long Street for a distance
of approximately 70m in a westerly direction to enable Wessex Water to carry out reinstatement works. Alternative route via
Hillworth Road (unaffected length) – Hartmoor Road – Queens Road – A360 and vice versa. This Order will come into operation on
12 June 2018 and it is anticipated that the closure will be required between the hours of 09:30 and 15:30 until 14 June 2018. For

from its junction with C96 Rodbourne to its junction with Rodbourne Bottom; (d) Rodbourne Bottom, Malmesbury
Without; from its junction with Pound Hill to its junction with C82 Rodbourne Road to enable Wessex Water to carry out
water mains replacement works. Alternative route via C96 Rodbourne – C82 Rodbourne Road and vice versa. This Order will
come into operation on 11 June 2018 and it is anticipated that the closure will be required until 24 September 2018. For further

made an Order to close temporarily to all traffic: (e) Norley Lane (Part), Calne Without; for a distance of approximately 70m
adjacent to properties 114 – 115 to enable Wessex Water to undertake works to install sluice valve. Alternative route via Norley
Lane (unaffected length) – Studley Lane – A4 New Road and vice versa. This Order will come into operation on 23 May 2018
and it is anticipated that the closure will be required until 25 May 2018. For further information please contact Matthew Coles
(Wessex Water) on 01225 522169. The closures and diversion routes will be clearly indicated by traffic signs.
It is anticipated that the works will take the stated durations to complete depending upon weather conditions. Access will be
maintained for residents and businesses where possible, although delays are likely due to the nature of the works. The Orders will
have a maximum duration of 18 months.
Road Traffic Regulation Act 1984
1. The County of Wiltshire (A361 London Road and Windsor Drive, Bishops Cannings and Devizes) (Restricted
Roads) Order 2018
2. The County of Wiltshire (A361 London Road and Windsor Drive, Bishops Cannings and Devizes) (40mph Speed
Limit) Order 2018
Notice is hereby given that Wiltshire Council proposes to make the above Orders under the Road Traffic Regulation Act
1984 the effect of which will be to revoked The County of Wiltshire (Windsor Drive in the Town of Devizes and Parish of
Roundway) (40mph Speed Limit) Order 1995 and The County of Wiltshire (London Road, Roundway and Bishops
Cannings) (40mph Speed Limit) Order 2001 and re-eanct them, in part, in the above Order 2 and to introduce a 30mph
speed limit on A361 London Road – from a point 20 metres south west of its junction with Windsor Drive to a point
335 metres north east of that junction; Windsor Drive – from its junction with A361 London Road to a point 20 metres south
east of its junction with Kingsmanor Wharf. Copies of the draft Orders, plan and Statement of the Council’s Reasons for proposing
to make the Order may be inspected at the offices of Wiltshire Council, County Hall, Bythesea Road, Trowbridge during normal
office hours. Details of the proposed scheme may be seen at Devizes Library, Sheep Street, Devizes between the hours of
9am to 7pm Monday and Thursday, 9am to 5pm Tuesday, Wednesday and Friday and 9.30am to 4pm Saturday until
11 June 2018. Documents can also be viewed online at www.wiltshire.gov.uk/troconsultations.htm. Comments on the proposal
together with the reasons for which they are made should be sent in writing or via the website to reach the Sustainable Transport
