1. The Council of the London Borough of Richmond upon Thames on 12 April 2018 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order is to introduce and revoke lengths of yellow lines as set out in the schedule to this notice.
3. Copies of the Order, which comes in to force on 16 April 2018, plans showing the location and effects of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 17/152, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. uk/public_notices
4. Persons wishing to question the validity of this Order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court BsSTtyB

SCHEDULE
Vine Road, Barnes
To introduce double yellow lines ("no waiting at any time") in Vine Road, Barnes, from its junction with Woodlands Road to the southernmost level crossing and on its north-western side at the northernmost level crossing._
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in May Road, Twickenham between its junctions with Colne Road and Gravel Road.
3. The order will come into effect on 17 April 2018. The restrictions will be in force from 08.00 on 17 April 2018 until 18.00 on 18 April 2018 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Colne Road, Mereway Road and Gould Road and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Waiting Restrictions Whitton Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that due to likelihood of danger to the public owing
to obstructive parking they have introduced a temporary restriction of vehicular traffic in Whitton Road, Twickenham.
2. Whilst the Order remains in force, no person shall cause or permit any vehicle to wait or stand at any time in the following lengths of Whitton Road: -
(a) The north-west side, from a point outside the common boundary of Nos 220 and 222 Whitton Road, eastwards to the western kerb-line of Rugby Road;
(b) The south-east side, from a point outside the common boundary of Nos 167 and 169 Whiton Road westwards for a distance of 20 metres;
(c) The east and west sides, from the southern kerb-line of Whitton Road, to a point 5.5 metres south of the common boundary of Nos 131 and 133 Whitton Road.
3. The Order will come into force on 16 April 2018 and continues ion force the provisions of a Notice made under Section 14(2) of the Road Traffic Regulation Act 1984. The Order will remain in force at all times from 16 April 2018 for a maximum period of 18 months.
4. Nothing in the Order will apply to:
(a) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer;
(b) any vehicle being used for police, fire brigade or ambulance purposes.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension South Worple Way, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works, they intend to make a temporary Traffic Order to restrict traffic in South Worple Way, East Sheen.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in in the 2 parking bays located outside Old Bridge Cottage, South Worple Way.
3. The order will come into effect on 23 April 2018. The restrictions will be in force at all times from 23 April 2018 until 13 May 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

Temporary Road Closure Milton Road, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility connections they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Milton Road, Hampton.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Milton Road, Hampton from a point outside No.1 Milton Road to a point outside No 36 Milton Road.
3. The order will come into effect on 23 April 2018. The restrictions will be in force at all times from 23 April 2018 until 18 May 2018 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Tudor Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:

1. The Council of the London Borough of Richmond upon Thames on 12 April 2018 made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Manor Park Parking Places Order is to introduce a parking scheme in Manor Park, Richmond where parking will be permitted for residents between 10am and 2pm on Mondays to Fridays inclusive. The sole purpose of the Order is to replicate and continue in force indefinitely the provisions of the London Borough
of Richmond upon Thames (Manor Park) (Parking Places) (No. 1) Experimental Order 2016.
