LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate gas main replacement works and because the works are being executed on or near the carriageway it intends to make an Order the effect of which is summarised in paragraph 3 below.
2. The Order will come into effect on Tuesday 8 May 2018, with works expected to take 5 months to complete working Monday to Friday 8.00am to 6.00pm and Saturday 9.00am to 1.00pm. However the Order will remain in force for 10 months to be re-introduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily:-
- prohibit all vehicular traffic in:-
- Beddington Gardens;
(a) between its eastern junction with Boundary Road and Holmwood Gardens;
(b) (southern arm) at its western junction with Boundary Road; and
(c) (northern arm) at its western junction with Boundary Road;
- Grosvenor Avenue at its junction with Park Lane;
- Grosvenor Road at its junction with Park Lane;
- Holmwood Gardens at its junction with Stanley Park Road; and
- Park Hill Road at its junction with Stanley Park Road.
- introduce waiting restrictions - 'no waiting at any time' and loading restrictions - 'no loading at any time' (including suspension of parking bays) on both sides of the road in:-
- Beddington Gardens;
(a) between No. 29 and its junction with Boundary Road;
(b) (southern arm) between No. 95 and its junction with Boundary Road; and
(c) (northern arm) between No. 72 and its junction with Boundary Road;
- Boundary Road, between No. 63 and its junction with Park Lane;
- Grosvenor Avenue, between No. 6 and its junction with Park Lane;
- Grosvenor Road, between No. 50 and its junction with Park Lane;
- Holmwood Gardens, between No. 2 and its junction with Stanley Park Road;
- Park Hill Road, between No. 4 and its junction with Stanley Park Road;
- Park Lane, Carshalton between No. 23 and its junction with Boundary Road;
- Shotfield, between the entrance of Cloverdale Court and its junction with Stanley Park Road;
- Stanley Park Road, between No. 29 and its junction with Woodcote Road; and
- Woodcote Road between Beech House and No. 118.
4. An alternative route for vehicular traffic whilst the road closures are in force will be for:-
- Beddington Gardens eastbound, via Boundary Road, Stanley Park Road, Holmwood Gardens and vice versa;
- Beddington Gardens westbound, via Boundary Road, Beddington Gardens and vice versa;
- Grosvenor Avenue, via Park Lane, Carshalton, Woodstock Road, Ashcombe Road, Park Avenue and vice versa;
- Grosvenor Road via Park Lane, Carshalton, Springfield Road, Taylor Road and vice versa;
- Holmwood Gardens
- via Stanley Park Road eastbound, Woodcote Road, Beddington Gardens; and
- via Stanley Park Road westbound, Boundary Road and Beddington Gardens.
- Park Hill Road, via Stanley Park Road, Woodcote Road, Hawthorn Road and vice versa.
Please note that not all of the closures, restrictions and diversions will take place at the same time.
5. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time When these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.
6. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

2. The Order will come into effect on Monday 16 April 2018, with works expected to take 11 weeks to complete. However the Order will remain in force for 6 months to be reintroduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily:-
- close Lincoln Road at its junction with Green Lane, Worcester Park; and
- introduce waiting restrictions - 'no waiting at any time' and loading restrictions - 'no loading at any time' (including suspension of parking bays) in Green Lane Worcester Park between its junction with Central Road and Sherbrooke Way.
Please note that the restrictions will be carried out in phases as the works progress along Green Lane, Worcester Park.
4. An alternative route for vehicular traffic whilst the closure for Lincoln Road is in force will be via Green Lane and Longfellow Road.
5. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time when these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.
6. Vehicles access to properties adjacent to the prohibited length of road will be maintained at all times insofar as access is reasonably practicable without interference with the said works.
7. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

WAITING AND LOADING RESTRICTION AND DISABLED PARKING PLACE AMENDMENTS
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton on * 201 * made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended -
(a) The Sutton (Charged-For Parking Places) (Amendment No. 3) Order 2018; and
(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 3) Order 2018.
2. The general effect of the above Orders will be:-(a) in association with bus priority schemes
(i) on the south-west side of Central Road, opposite St. Philip's Avenue, to replace existing single yellow line waiting restrictions with 28.7 metres of double yellow line 'at any time' waiting restrictions and 'at any time' loading restrictions;
(ii) on the south-east side of Church Hill Road, across the access between Nos. 277 and 279 Church Hill Road, to provide waiting restrictions operating between 8am and 6.30pm on Mondays to Saturdays inclusive in a length that will no longer be occupied by a bus stop;
(iii) on the north-east side of Parkgate Road, to remove single yellow line waiting restrictions outside No. 2 Parkgate Road to accommodate the extension of a bus stop; and
(iv) on the west side of York Road, outside No. 82 York Road, to provide an additional 3.5 metres of double yellow line 'at any time' waiting restrictions that will be adjacent to a proposed bus stop;
(b) to provide blue badge disabled persons parking places which will be available for use by disabled persons blue badge holders in each of the following locations: (1) outside No. 133 Hulverston Close; (2) outside No. 19 Blenheim Road; (3) outside No. 82 Grennell Road; (4) outside No. 118D Culvers Avenue; and (5) outside No. 28 Wrythe Lane;
(c) to remove blue badge disabled persons parking places from each of the following locations: (1) outside No. 133 Garendon Road; (2) outside No. 15 Limes Avenue; (3) outside No. 2 Langcroft Close; (4) outside No. 123 Shaftesbury Road; and (5) outside No. 50 Stanley Road; (6) outside No. 23 Washington Road;
(d) to provide double yellow line 'at any time' waiting restrictions in:
(i) Green Lane, Worcester Park from the roundabout at the junction with Kingshill Avenue, (1) on the north-west side for 12.5 metres north-east of the vehicular entrance to the school; (2) on the south-east side, for an additional
22 metres north-east of where the double yellow lines currently extend; and (3) on the east side of the vehicular entrance to the school;
(ii) Rose Hill Park West: (1) on the north and north-east side, so that the restrictions extend from Rose Hill to 4.5 metres south-east of the common boundary of Nos. 2 and 2b Rose Hill Park West; and (2) on the south and south-west side, between 14.5 metres east of the western boundary of
No. 1 Rose Hill Park West and 4 metres south-east of the common boundary of Nos. 1 and 3 Rose Hill Park West; and
(iii) in certain lengths of Woodcote Road at its junction with Sandy Lane South and The Drive.
(e) to provide restrictions in: Damson Way, Metcalfe Avenue and Money Puzzle Way as follows:
(i) double yellow line 'at any time' waiting restrictions and 'at any time' loading restrictions:
(A) on the south side of Damson Way: (1) for 10 metres either side of Metcalfe Avenue; and (2) for 27 metres west and 10 metres east of Monkey Puzzle Way;
(B) in Metcalfe Avenue: (1) on the west side, for 37 metres south of Damson Way; and (2) on the east side, for 64 metres south of Damson Way; and
(C) on both sides of Monkey Puzzle Way, for 10 metres south o1 Damson Way; and
(ii) waiting restrictions operating between 8am and 9am and between 2pm and 3pm on Mondays to Fridays inclusive on the south side of Damson Way, between 10 and 26 metres west of Metcalfe Avenue; and
(f) to make certain other changes so that the map tiles attached to those Orders match conditions as they exist out on site.
3. Copies of the Orders, which will come into force on 16th April 2018 and of the Orders that will be revoked or amended by these Orders, the Council's Statement of Reasons for making the Orders and plans showing the locations and the effects of the Orders may be inspected at the Council's Environment, Housing and Regeneration Offices at 24 Denmark Road, Carshalton between 9 a.m. and 5 p.m. on Monday to Friday.
4. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court
