1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Orders would be to further amend existing Merton waiting and loading restriction orders so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would bei-fi) prohibited at any time at the junctions listed in Schedule 1 to this

Notice or in the lengths of roads listed in Schedule 2 to this Notice; (ii) prohibited between 7am and 7pm Mondays to Fridays inclusive in the road or length of road listed in Schedule 3 to this Notice;
(b) the waiting restrictions relating to Dennis Park Crescent, SW20, Linkway, SW20, Lynmouth Avenue, SM4, and Kingsbridge Road, SM4, would be revoked and re-enacted to the current on-street layout.

3. The general effect of the above mentioned "Free Parking Places" Order would be to: -

(a) designate a parking place on the carriageway at the location listed in Schedule 4 to this Notice in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking place would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

4. The general effect of the "Parking Places Amendment" Orders would be to shorten in length an existing parking place in:-

(a) Southdown Road, to facilitate the installation of disabled persons parking place in that road;

(b) Central Road, to facilitate the extension of double yellow lines.

5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

6. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhiqhwavs@merton.aov.uk quoting reference ES/WR2018B1, no later than 27 April 2018.

SOUTHDOWN ROAD, RAYNES PARK (CPZ Zone W7) - the south-east side, from a point opposite the party wall of Nos. 8 and 10 Southdown Road north­eastward for a distance of 6.6 metres.
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (VARIOUS ROADS, RAYNES PARK)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice, that to facilitate a programme of gas mains replacement works to be undertaken in Approach Road and Grand Drive, they have made an Order, the effect of which, during the works, will be to temporarily prohibit any person from causing or permitting any vehicle:-

(a) from entering or proceeding in the length of road specified in the Schedule to this notice; or

(b) from causing or permitting any vehicle from waiting, including for the purpose of loading or unloading, in the length of road specified in the Schedule to this notice or in Approach Road, from its junction with Aston Road to its junction with Grand Drive; or

(c) proceeding south-westbound in Approach Road Bridge from continuing in a south-westbound direction upon reaching its junction with Raynes Park Bridge; or

(d) causing or permitting any vehicle from:-

(i) turning left into Approach Road from Gore Road; or

(ii) turning left into Approach Road from Clifton Park Avenue; or

(ii) turning right into Grand Drive from the access road to the Rainbow Industrial Park; or

(iii) turning left into Grand Drive from First Way.

2. During the works, the south-westbound one-way on the south-east side of the island site in Approach Road south-west of its junction with Raynes Park Bridge will suspended between a point opposite the south-western kerb-line of Clifton Park Avenue and a point opposite the western side of the island site in Raynes Park Bridge at its junction with Approach Road.

3. Any designated parking place situated in any of the roads specified in the Schedule to this Notice will be suspended for the duration of the works in those roads or lengths of roads.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

6. Diverted vehicular traffic should proceed via Bushey Road (A298), Kingston Road (A238) and Approach Road (B279) or vice-versa.

7. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the lengths of roads specified in Schedule 1 to this notice.

8. The Order will come into force on Monday 2nd April 2018 with the works currently anticipated to be carried out over an eight week period. However, the Order will remain in force for a maximum period of three months and its provisions will be re-introduced during that period should further works be required.
