THE YORK (SPEED LIMIT) (EXPERIMENTAL) TRAFFIC ORDER 2018 NOTICE OF MAKING
Notice is hereby given that on the 8th day of February 2018 City of York Council ("the Council") in exercise of powers under Section 9, 10 and Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of police in accordance with Schedule 9 of the Act, made The York (Speed Limit) (Experimental) Traffic Order 2018 ("the Order") which comes into effect on 19th February 2018 for an experimental period of 18 months ending on 19th August 2019 amends The York Speed Limit Order 2014 (or any replacement thereof) by:
(1) Revoking the 30 miles per hour (mph) speed limit in that length of Hopgrove Lane (South), Huntington/Stockton-on-the-Forest between points 63 metres and 141 metres south east from the projected centreline of Brandon Grove, thereby allowing a statutory 60 mph speed limit to take effect within the said length.

(2) Introducing a 40 mph speed limit in that length of:

(a) Tadcaster Road (C291), Copmanthorpe, between a point 133 metres east from the projected centreline of Tadcaster Road and a point 180 metres east from the projected north eastern property boundary line of No. 1 Tadcaster Road (C291), thereby revoking the existing 30mph speed limit within that said length;

(b) Common Road (C298), Dunnington, between a point 262 metres south from the projected centreline of The Green, Dunnington and a point 210 metres north from the projected centreline of Chessingham Park, thereby revoking the existing 30mph speed limit within that said length.

The council will be considering, in due course, whether the provisions of this Experimental Order should be continued in force indefinitely.
Any person wishing to object to the indefinite continuation of the Order must state their grounds for objection in writing to Assistant Director (Economy and Place), West Offices, Station Rise, York, YO1 6GA, so that the objection is received by no later than the 19th day of August 2018. A copy of the Order, statement of reasons for making it and map showing the lengths of road affected may be inspected at the City of York Council Reception at West Offices, Station Rise, York, YO1 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court. NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/30) TRAFFIC ORDER 2018 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. Introducing 'No Waiting at any time' restrictions in Fulfordgate, Fulford, on its:

(a) east side, between a points 10 metres (terminal point of existing 'No Waiting at anytime' restrictions) and 25 metres south from the projected southern kerbline of Heslington Lane;

(b) west side, between a points 10 metres (terminal point of existing 'No Waiting at any time' restrictions) and 28 metres south from the projected southern kerbline of Heslington Lane;

2. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Darnbrook Walk, on its:

(i) north side, between the projected eastern kerbline of Penyghent Avenue east for 17.5 metres;

(ii) south side, between the projected eastern kerbline of Penyghent Avenue east for 19.5 metres;

(b) Lumley Road, on its:

(i) south west side, from the projected south eastern property boundary line of No. 9 Lumley Road north west for 65.5 metres;

(ii) south westside, between points 71.5 metres and 83.5 metres north west form the projected south eastern property boundary line of No. 9 Lumley Road;

(iii) south west side, between points 89.5 metres and 94.5 metres north west form the projected south eastern property boundary line of No. 9 Lumley Road;

(iv) north east side, between points 30.5 metres and 41 metres north west form the projected north western kerbline of Burton Stone Lane;

(v) north east side, between points 47 metres and 56.5 metres north west form the projected north western kerbline of Burton Stone Lane;

(vi) north east side, between points 62.5 metres and 68.5 metres north west form the projected north western kerbline of Burton Stone Lane (terminal point of existing 'No Waiting at any time' restrictions);

(vii) north east side, between points 10 metres and 17 metres north west form the projected centreline of St Luke's Grove (terminal point of existing 'No Waiting at any time' restrictions);

(viii) north east side, between points 23 metres and 34 metres north west form the projected centreline of St Luke's Grove;

(ix) north east side, between points 40 metres and 50 metres north west form the projected centreline of St Luke's Grove;

(c) St Luke's Grove, on its:
(i) north west side, between points 10 metres (terminal point of existing 'No Waiting at any time' restrictions) and 97.5 metres north eastfrom the projected north eastern kerbline of Lumley Road;

(ii) both sides and turning head, from a point 139.5 metres north east from the projected north eastern kerbline of Lumley Road north east for the remainder of its length and across the north eastern end of the carriageway.

3. Introducing 'No Waiting 8am to 5pm Monday to Saturday' restriction in Lumley Road, York, on its:

(a) south west side, between a point 18.5 metres north west form the projected north western kerbline of Burton Stone Lane (terminal point of existing 'No Waiting at any time' restrictions) and the projected south eastern property boundary line of No. 9 Lumley Road;

(b) north east side, from a point 50 metres north west form the projected centreline of St Luke's Grove north west for the remainder of its length.

4. Introducing 'No Waiting 8am to 4pm Monday to Friday' restriction in Penyghent Avenue, York on its west side, between the projected southern property boundary line of No. 78 Penyghent Avenue (terminal point of existing 'No Waiting at any time' restrictions) north to a point 4 metres south of the projected northern highway boundary line of No. 72 Penyghent Avenue.

5. Formalising existing (advisory) "School-Keep-Clear" markings extending on the east side of Penyghent Avenue, York between the projected southern property boundary line of No. 77 Penyghent Avenue (terminal point of existing 'No Waiting at any time' restrictions) north to a point 4 metres south of the projected northern highway boundary line of No. 72 Penyghent Avenue thereby providing an enforceable prohibition on stopping from 8am to 4.00pm, Monday to Friday.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 2nd day of March 2018.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under I Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 8th day of February 2018 in respect of each of the locations numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the location numbered (4).
(1) HOLLY TREE LANE, HAXBY This Order prohibits vehicles from proceeding and waiting in Holly Tree Lane, Haxby between its junction with York Road and the projected eastern property boundary line of No. 1 Holly Tree Lane (closed road) during the period when works to renew the fire hydrant, being undertaken thereon, that period commencing at 1200hrs and ending at 1700hrs on the 16th day of February 2018 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(2) UNION TERRACE, YORK This Order prohibits vehicles from proceeding and waiting in Union Terrace, York between I its junction with Clarence Street and the projected northern property boundary line of No. 98 Union Terrace (closed road) during the period when highway improvement works being undertaken thereon that period commencing at 0001hrs on the 12th day of February 2018 and ending at 2400hrs on the 2nd day of March 2018 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Access to Union Terrace will be possible from the southern junction with Clarence Street.

(3) LOVE LANE, YORK
This Order prohibits pedestrians and vehicles from proceeding in Love Lane (footpath linking Foss Bank to Cloisters Walk), York, between its junction with Agar Street and a point 40 metres north east of the said junction (closed footpath) during the period when highway improvement works being undertaken thereon that period commencing at 0001hrs on the 12th day of February 2018 and ending at 2400hrs on the 23rd day of February 2018 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrian and traffic will be available during the works period.
(4) CASTLEGATE, YORK This Order will prohibit vehicles from proceeding and waiting in Castlegate, York (closed road) during the period commencing at 0800hrs on the 26th day of February 2018 and ending at 2400hrs on the 2nd day of March 2018 (works period) or at a time and date when gas connection works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Castlegate is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. No alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions. 9th February 2018
