WAITING RESTRICTION AMENDMENTS AND PROVISION OF 20MPH ZONE

LONDON BOROUGH OF SUTTON WAITING RESTRICTION AMENDMENTS AND PROVISION OF 20MPH ZONE
1. PROVISION OF 20MPH ZONE NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton on 29th January 2018 made the following Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended -

(a) The Sutton (Charged-For Parking Places) (Amendment No. 2) Order 2018;

(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 2) Order 2018; and

(c) The Sutton (20 MPH Zone) (No. 1) Order 2018

2. The general effect of The Sutton (20 MPH Zone) (No. 1) Order 2018 will be to impose a 20 miles per hour speed limit on motor vehicles in the roads and lengths of road specified in the Schedule to this Notice.

3. The general effect of The Sutton (Charged-For Parking Places) (Amendment No. 2) Order 2018; and The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 2) Order 2018 will be:-

(a) to extend existing or introduce new lengths of 'at any time' (double yellow line) waiting restrictions in:

(i) Balmoral Road, (1) the north-west side, outside and approximately 20 metres north-east of No. 7 Balmoral Road; (2) both sides, at its junction with Central Road (12.14 metres on the northwest side and 16.8 metres on the southeast side);

(ii) Central Road, the south-west and south side, for 23.7 metres north-west and 35.4 metres east of Balmoral Road;

(iii) Denmark Road, on the south-east side, for approximately 21.5 metres opposite and north-east of Langcroft Close (this change is in connection with the relocation south-westwards of school keep clear markings and the provision of a pedestrian crossing); and

(b) to remove 20 metres of 'at any time' (double yellow line) waiting restrictions on the south-west side of Fairlawn Road, opposite Sunnymede Avenue; and

(c) to provide that, where four residents' permits are currently to a household that fourth permit can be renewed annually.

Note: the proposals advertised on 7th December 2017 to introduce new lengths of 'at any time' (double yellow line) waiting restrictions in Kingsmead Avenue, both sides, between Balmoral Road and No. 119 Kingsmead Avenue are subject to further consideration.
4. Copies of the Orders, which will come into force on 12th February 2018, and of the Orders that will be revoked or amended by these Orders, the Council's Statement of Reasons for making the Orders and plans showing the locations and the effects of the Orders may be inspected at the Council's Civic Offices at St. Nicholas Way, Sutton and at the Environment, Housing and Regeneration Offices at 24 Denmark Road, Carshalton between 9 a.m. and 5 p.m. on Monday to Friday.

5. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court

SCHEDULE
Balmoral Road; Braemar Road; Dalmeny Road; Donnington Road; Hampton Road; Hobart Road; Kingsmead Avenue, between Balmoral Road and Dalmeny Road; Knolls Close; Moreton Road; Sandringham Road; Stoneleigh Avenue, from Sandringham for 36 metres; and Windsor Road.
LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
ABBOTTS ROAD, CHE AM
1. The Council of the London Borough of Sutton with the agreement of Transport for London hereby gives notice that in order to facilitate gas main replacement works and because works are being executed on the carriageway it made an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 5 February with works expected to take 9 weeks to complete working on Mondays to Fridays 7.30am to 4.30pm and Saturdays 9.00am to 3.00pm. However, the Order will remain in force for 6 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily introduce the following:-

(a) prohibit all vehicular traffic between its eastern arm of Abbotts Road at its junction with Matlock Crescent;

(b) one-way working in Abbotts Road between its junction with (A217) St Dunstan's Hill and Matlock Crescent in a south­westerly direction;

(c) ban the left turn from Chartwell Place into Abbotts Road;

(d) ban the right turn from:-

? Chelsea Gardens and

? Hanover Close into Abbotts Road; and

(e) introduce waiting restrictions - 'no waiting at any time' and loading restrictions 'no loading at any time' in that part of Abbotts Road between its junction with (A217) St Dunstan's Hill and the eastern kerb line of Matlock Crescent.

4. An alternative route for vehicular traffic during Abbotts Road prohibition will be Matlock Crescent, Church Hill Road, (A217) St Dunstan's Hill and vice versa.

5. Any vehicle that is in contravention of the temporary waiting and loading restrictions at a time when these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.

6. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate electrical cabling works and because works are being executed on or near the roads it intends to make an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Thursday 1 March 2018,

with works expected to take 6 months to complete. However the Order will remain in force for 10 months to be re-introduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily:-

? close Grosvenor Avenue at its junction with Park Lane; and

? introduce waiting restrictions - 'no waiting at any time' and loading restrictions - 'no loading at any time' (including suspension of parking bays) in:-

? Beeches Avenue between its junction with Gordon Road and Waverley Way;

? Cedar Road outside and opposite Cedar Court to No. 67;

? Gordon Road outside and opposite No's 39 to 65;

? Langley Park Road between its junction with Wellesley Road and Cedar Road; and

? Waverley Way between its junction with Banstead Road and No 7.

Please note that not all of the suspensions will take place at the same time.
4. An alternative route for vehicular traffic whilst the closure for Grosvenor Avenue is in force will be via Park Lane, Carshalton Woodstock Road, Ashcombe Road, Park Avenue, Grosvenor Avenue and vice versa.

5. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time when these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.

6. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
SANDY LANE NORTH AND UPPER ROAD
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate gas main replacement work and because works are being executed on the carriageway, it made an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 5 February 2018, with works expected to take 10 weeks to complete. However the Order will remain in force for 6 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily in:-

? Upper Road Wallington:-

? prohibit all vehicular traffic from entering and exiting; and

? Sandy Lane North:-

? introduce waiting restrictions - 'no waiting at any time' and loading restrictions - 'no loading at any time' outside Brandon Hill Methodist Church, south-west for a distance of 25 metres (including suspension of footway parking).

4. Vehicles access to properties adjacent to the prohibited length of road will be maintained at all times insofar as access is reasonably practicable without interference with the said works.

5. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time when these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.

6. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
