CITY OF YORK COUNCIL TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 11th day of January 2018 in respect of each of the locations numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the location numbered (4) and (5).
(1) AVON DRIVE, HUNTINGTON
This Order prohibits vehicles from proceeding and waiting in Avon Drive, Huntington east of its junction with Trent Avenue (closed road) during the period when electricity connection works being undertaken thereon, that period commencing at 0900hrs on the 16th day of January 2018 and ending at 2400hrs on the 17th day of January 2018 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(2) PATRICK POOL, YORK This Order prohibits vehicles from proceeding and waiting in Patrick Pool, York (closed road) during the period when electricity disconnection works being undertaken thereon, that period commencing at 0800hrs on the 15th day of January 2018 and ending at 2400hrs on the 19th day of January 2018 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(3) VARIOUS ROADS, YORK This Order is made in respect of all roads within the City of York to enable the Council to fulfil its statutory duties under Section 89(1) and (2) of the Environment Protection Act 1990 relating to litter control and street cleaning. The Order prohibits, where necessary, vehicles from waiting at any time in the whole or in any length of a road within the jurisdiction of the Council (restricted road) between such times and on such dates as shall be determined by the Council in order to safely and effectively carry out litter control and street cleaning, such times and dates to be notified in writing to occupiers of premises adjacent to those restricted roads not less than 48 hours before the said prohibition comes into effect and by Notices displayed on-street within the restricted roads not less than 24 hours before the prohibition comes into effect. The Order does not apply to waiting by emergency vehicles in an emergency nor to vehicles being used for undertaking street works. The Order, during its period of validity, enables the Council to carry out litter control and street cleaning works progressively on a street by street basis throughout its area of jurisdiction. The temporary prohibition of waiting will only be implemented in those instances where standing vehicles would otherwise obstruct the undertaking of those works and will be removed on their completion. It is intended that the Order will commence on 15th January 2018 and expire
on 14th July 2019.
(4) LEEMAN ROAD GYRATORY, YORK
This Order will prohibit (i) vehicles from proceeding and waiting in Tanner Row, York between its junction with Rougier Street and a point 14 metres north east of the said junction; (ii) vehicles proceeding in the west bound traffic lane of Station Road between city walls and a point 40 metres north west of the city walls (closed road); (iii) pedal cycles from proceeding in a easterly direction in Leeman Road between its junction with Station Road and a point 90 metres west of the said junction (closed cycle lane) and (iv) pedestrians and vehicles proceeding in the footway on the north side of Station Road between its junction with Station Avenue and a point 20 metres east of the city walls (closed footpath) during the period commencing at 0001hrs on the 21st day of January 2017 and ending at 2400hrs on the 9th day of March 2017 (works period) or at a time when traffic signal improvement works being undertaken within the close proximity of the closed roads have been completed whichever is the earlier. Additionally, vehicles travelling in a north westerly direction in Rougier Street will be able to turn either left or right into Station Road during the works period. An alternative route for diverted traffic will be available during the works period. It is envisaged that the works will be undertaken in phases during the works period and the restrictions will only be put into effect during the following dates:
(i) Tanner Row between Sunday 21st January and Friday 23rd February,
(ii) Station Road between Wednesday 14th February till Friday 2nd March,
(iii) Leeman Road between Sunday 21st January and Friday 23rd February,
(iv) Station Road footpath between Wednesday 14th February till Friday 9th March.
(5) PICCADILLY, YORK This Order will prohibit vehicles from proceeding in the south east bound traffic lane of Piccadilly, York between its junction with The Pavement and a point 70 metres south east of the said junction (closed traffic lane) and prohibiting vehicles from waiting in the adjacent parking bay on Piccadilly during the period commencing at 0001hrs on the 29th day of January 2018 and ending at 2400hrs on the 9th day of February 2018 (works period) or at a time electricity works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the local Bus Lane on Coppergate is suspended during the works period to enable Coppergate to be used as part of the alternative route for diverted vehicles. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns.
