Consultation on proposed alterations to Barnes Primary School
Notice is given in accordance with the School Organisation (Prescribed Alterations to Maintained Schools) (England) Regulations 2013 that the London Borough of Richmond upon Thames intends to make prescribed alterations to Barnes Primary School, Cross Street, London, SW13 OQQ, from 1 September 2019.
It is proposed that with effect from the 2019/2020 school year intake, the school should be expanded and its admission number for Reception entry should be permanently increased to 90.
It is also proposed that from the 2019/2020 school year a 'specialist resource provision' should be established at the school which would admit up to 14 children with Education and Health Care Plans who have Autistic Spectrum Disorders (ASD) and associated Complex Learning Needs as their main presenting special educational needs.
The current permanent capacity of the school is 420 and the proposed capacity will be 630. The current number of pupils registered at the school (as at October 2017) is 447 plus 70 (35 full-time equivalents) in the attached maintained nursery. The current admission number for all year-groups at the school - except in the current Year 4, whose number is 90 - is 60, and the proposed admission number for Reception entry from September 2019 will be 90.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Pope's Grove, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate bridge investigation works to be undertaken, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Pope's Grove, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Pope's Grove from a point outside the eastern boundary of No. 17 Pope's Grove to a point outside the western boundary of No 19 Pope's Grove.
3. The order will come into effect on 21 February 2018. The restrictions will be in force from 21.00 on 21 February 2018 until 05.00 on 22 February 2018 whilst signs/cones are in place. The order will remain in force for
a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Pope's Avenue, Wellesley Road, Tower Road, Cross Deep and Pope's Grove and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Redway Drive, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection, they intend to make
a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Redway Drive, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Redway Drive between its junctions with Nelson Road and Crane Way.
3. The order will come into effect on 12 February 2018. The restrictions will be in force at all times from 12 February 2018 until 15 February 2018 whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Warren Road, The Ridge and Crane Way and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Waiting Restrictions Shacklegate Lane, Teddington

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water valve repair, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Shacklegate Lane, Teddington.
2. Whilst the works take place, no person may permit a vehicle to wait or stand in Shacklegate Lane between its junctions with Church Road and Railway Road.
3. The order will come into effect on 17 February 2018 The restrictions will be in force on 17 and 18 February 2018 between 9am and 5pm on both days and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a traffic warden; or
(c) emergency service vehicles.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they intend to make a temporary Traffic Order to restrict traffic in Stanton Road, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in in the parking bays located outside Nos 8 and 10 Stanton Road, Barnes.
3. The order will come into effect on 29 January 2018. The restrictions will be in force at all times from 29 January 2018 until 12 March 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas service works, they intend to make
a temporary Traffic Order, the effect of which will be to introduce a temporary closure of a length of Railway Side, Barnes
2. Whilst the works take place, no person shall proceed in Railway Side,
Barnes between its junctions with Cross Street and Westfields Avenue.
3. The order will come into effect on 12 February 2018. The restrictions will be in force at all times from 8am on 12 February 2018 until 6pm on 16 February 2018 and whilst signs/cones are in place. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.
4. An alternative route for anyone affected by the closure will be available via Cross Street and Westfields Avenue.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

Temporary Parking Suspension Elm Bank Gardens, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they have made a temporary Traffic Order to restrict traffic in Elm Bank Gardens, Barnes.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in in the parking bay located in Elm Bank Gardens, sited across the rear entrance to 26 The Terrace, Barnes.
3. The order will come into effect on 20 January 2018 and continues in force the provisions of a Notice made under S14(2) of the Road Traffic Regulation Act 1984. The restrictions will be in force at all times from 20 January 2018 until 10 July 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Road Closure Manor Road, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate works on behalf of Network Rail on North Sheen level crossing they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Manor Road, Richmond.
2. Whilst the works take place no person may permit a vehicle to proceed in Manor Road between its junctions with Manor Grove and Manor Park.
3. Whilst Manor Road is closed, an alternative route for traffic will be via Manor Road, Upper Richmond Road West, Clifford Avenue, Lower Richmond Road and Manor Road in both directions.
4. The order will come into effect on 21 January 2018. The works are anticipated to be in progress between 07.30 and 20.30 on 21 January 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
