THE BOROUGH OF WATFORD (WATFORD OUTER ZONES) (CONTROLLED PARKING ZONES) (AMENDMENT) ORDER 2017
NOTICE IS HEREBY GIVEN that the Watford Borough Council, acting as agents for the Hertfordshire County Council, has made the above mentioned Orders under Sections 1, 2, 4, 32, 35, 45, 46, 46A, 47, 49, 51 and 53 and Part IV of Schedule 9of the Road Traffic Regulation Act 1984. The effect of the Orders would be to amend the following Orders:-The Borough of Watford (Watford Central Area and West Watford) (Controlled Parking Zones) (Consolidation) Order 2010 (as amended), The Borough of Watford (Grandfield Avenue and Bellamy Close, Watford) (Controlled Parking Zone) Order 2014, The Borough of Watford (The Larches, Watford) (Controlled Parking Zone) Order 2015, and The Borough of Watford (Coningsby Drive, Langley Way and Trefusis Walk) (Controlled Parking Zone) Order 2015, so as:-
a) to allow for the combining of Zones Mand Nand their conversion to full time and match day hours operation,
b) to provide regulations for the issue, use and enforcement of:-
i) Doctor and Health Visitor Parking Permits,
ii) Watford CouncilStaff Parking Permits (essential work requirements only)
iii) Motor Trader Parking Permits for Zone M/N,
c) to extend the maximum vehicle length to 6.0 metres and amend the business address criteria for the issue of business parking permits,
d) to make provision for the parking of ambulances at relevant premises,
e) to makeprovision forthe issue of warning noticesand for the withdrawal of parking permits where apermit holder regularly obstructsa driveway not being their own,
f) to extend free parking permit issue to cover parents caring for disabled children under 16 years who hold aBlue Badge,
g) to allow that when arefund is made on aparking permit the Council, may at its discretion, charge an administration fee,
h) to require the holder of residents' visitor permits to surrender the permits if they have used visitor permits contrary to the conditions of issue,
i) to provide that new applicants for Residents' Permits mustintend to be resident at premises within the Controlled Parking Zones for aminimum of 6months,
j) to revise the regulations to match current on-street parking arrangements at Hamilton Street, King Street, Lower Derby Road and Stamford Road,
k) to revisethe regulations to meet the present requirements forentrances and driveways at Alexandra Road (Manor Lodge), Granville Road (Essoldo Court),Stamford Road (No.3), Vicarage Road (Nos 153/153a),
l) to exclude RembrandtWay and include CrownPassage within the CPZ Zones. m) to clarify the description of Langley Way.
The proposals derive from residents' requests, from the ongoing Council review of the operation of the CPZ Scheme and from aneed to resolve anomalies between the Orders and the current street signing,
Copy of the Orders which come into operation on Monday 12 February 2018, together with the statements of reasons for making the Orders and plans showing the lengths of road to which the Orders relate, may be inspected from 8.45am to 5.15pm on Monday to Thursday and 8.45 am to 4.45 pm on Friday at the Customer Service Centre, Town Hall, Watford. Any person wishing to question the validity of the Ordes, or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act or any Instrument made under it has not been complied with in relation to the Orders, may within 6weeks from the date of this Notice apply to the High Court for this purpose.
