A27 AND A23 TRUNK ROADS NEAR BRIGHTON TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the A27 and A23 Trunk Roads in the County of West Sussex and the Unitary Authority of the City of Brighton and Hove, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on those roads. The effect of the Order would be to authorise:-
1. the phased overnight closure of -
(a) the following lengths of carriageway -
(i) the coast-bound carriageway of the A23 between Pyecombe Interchange (A273) and Patcham Interchange (A27); and
(ii) both carriageways of the A27 between Hangleton Interchange (A293) and Coldean Interchange (A270);
(iii) both carriageways of the A23 between Mill Road Roundabout (A23/A27) and Carden Avenue Roundabout
(to through traffic);
(iv) both carriageways of Mill Road between Mill Road Roundabout (A23/A27) and its junction with Waterhall Road;
(b) the following slip/link roads -
(i) the slip roads leading to and from the eastbound A27, and from the westbound A27, at Hangleton Interchange (A293);
(ii) all of the slip roads leading to and from both carriageways of the A27 at Devil's Dyke Interchange (A2038), Patcham Interchange (A23) and Hollingbury Interchange;
(iii) the slip roads leading to and from the coast-bound A23 at Pyecombe Services; and
(iv) the slip road leading to the coast-bound A23 at Pyecombe Interchange (A273);
(c) additionally, at Patcham Interchange (A23/A27) -
(i) Mill Road Roundabout;
(ii) the westbound carriageway of the A27 spur road;
(iii) access to and from Vale Avenue at junction with the road described in 2(c) (ii) above;
(iv) the link road connecting the coast-bound A23 to the eastbound carriageway of the A27 spur road; and
(v) the link road connecting the eastbound A27 spur road to the A27 westbound entry slip road.
2. The 24-hour closure of all of the lay-bys adjacent to the lengths of carriageway described in 1(a).
These measures would be in the interests of road safety while contractors undertake carriageway resurfacing, marking and stud replacement, drainage, lighting, electrical, signage and bridge maintenance works. It is expected that the work would last for approximately 9 weeks starting on or after Monday 15th January 2018. The overnight closures would take place between 20:00 and 06:00 (maximum period). The Order would come into force on 13 January 2018 and have a maximum duration of eighteen months.
Traffic affected by the closures in 1(a)(i), and (b)(iii) -(iv) above would be diverted using the A23, South Downs Way, A281, A2037, A283 and A27. Traffic affected by the closures described in 1(a)(ii),(b) (i-ii), and (c) above would be diverted using other junctions on the A27, or by using the A23, A270, A293, A2023, and A2038. The diversion in operation would vary according to the closures in force. Through traffic affected by the closure described in 1(a)(iii) above would be diverted using Carden Avenue and the A27 in both directions. Local access would not be affected. Traffic affected by the closure in 1(a)(iv) would be diverted westwards on Mill Road and return on the A27. Access to and from premises accessible from, and only from, the carriageways described in a) above would be permitted by escort. The temporary closures and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
