Prohibition of Waiting Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, In exercise of the powers under Section 1 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004, proposes to make the Wlgan Borough (Decriminalisation of Parking) (Various Roads In Wlgan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.424) Order 2017.
The effect of the Order will be to Introduce no waiting at any time on:
Higher Green Lane, Astley West
A point 10 metres southwest of its junction with Manor Road
A point 10 metres northeast of its junction with Manor Road
Manor Road, Astley Both Its junction with Higher Green Road A point 10 metres northwest of its junction with Higher Green Road There will be limited exceptions permitting vehicles to wait -
(a) to enable people to board or alight;
(b) for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers;
(c) for local authority, Water Companies and Post Office purposes;
(d) if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral;
(e) to take on fuel, water or air at any garage;
(f) for the delivery or collection of goods and for loading or unloading; or
(g) the avoidance of an accident.
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.
A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be inspected at the Town Hall, Library Street, Wigan, WN1 1YN between 9am and 4:30pm on any day from Monday to Friday and at Leigh Life Centre on its usual days and times of opening to the public.
Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director - Legal, Town Hall, Library Street, Wigan quoting reference RD/LS/SEC/CL48.365 not later than 15th December 2017. Dated this 16th day of November 2017.
