LONDON BOROUGHS OF LAMBETH AND WANDSWORTH PROPOSED CONSTRUCTION OF SINUSOIDAL ROAD HUMPS IN CAVENDISH ROAD AND THE ROAD HUMPS KNOWN AS "SPEED TABLES" IN CAVENDISH ROAD, CATHLES ROAD, SISTOVA ROAD AND OLD DEVONSHIRE ROAD WAITING RESTRICTIONS IN CAVENDISH ROAD
[NOTE: This Notice is about proposals to carry out administrative changes to the existing traffic orders that impose waiting restrictions on vehicles In Cavendish Road (indicated by yellow lines on the carriageway) so those traffic orders are in line with the restrictions that currently apply on the ground. It is also about proposals to provide new flat-top road humps (known as "speed tables") in Cavendish Road (these also extend into adjacent side roads) and to provide new "sinusoidal" road humps in Cavendish Road. Objections or other comments may be made - see paragraph 8.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth propose to make the Lambeth (Waiting and Loading Restriction) (Amendment No. ?) Order 201- under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Order would be to make certain administrative changes to the existing traffic orders that impose waiting restrictions on vehicles in Cavendish Road, so as to ensure those orders reflect the existing on-street layout. No changes would be made to the existing on-street restrictions.

3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Lambeth, with the agreement of the Council of the London Borough of Wandsworth, propose, under section 90A of the Highways Act 1980, to­ll) construct the type of flat-top road humps known as "speed tables" in:

(a) Cavendish Road (i) at its junction with Cathles Road, extending outside Nos. 113 to 119 Cavendish Road for a distance of 18.7 metres including the ramps and for a distance of 7.5 metres into Cathles Road; (ii) outside No. 220 Cavendish Road, extending for a distance of 8 metres; (iii) starting approximately 6 metres south of the southern existing kerb-line of Old Devonshire Road and extending southwards for 6 metres including the ramps; and (iv) at its junction with Sistova Road, extending for a distance of 15.5 metres along Cavendish Road including the ramps and for a distance of 7 metres into Sistova Road (Note: The existing zebra pedestrian crossings outside No. 220 Cavendish Road and by Sistova Road would be placed on the speed tables/raised tables described in sub-paragraphs (a)(ii) and (a)(iv) respectively);

(b) Old Devonshire Road at its junction with Cavendish Road, extending from the western kerb-line of Cavendish Road westwards for a distance of 8.5 metres including the ramps; and

(2) construct new road humps known as "sinusoidal" road humps in Cavendish Road, (a) outside No. 143 and Nos. 184 and 186; (b) outside No. 165 and Nos. 200 and 202; (c) outside No. 175 and No. 21 OA (Note: this road hump will not extend from kerb to kerb, so as to allow for drainage); (d) outside Nos. 236-238 (immediately south of its junction with Martindale Road); (e) outside No. 227 (immediately south of its junction with Ravenswood Road); (f) immediately south of its junction with Balham New Road; (g) immediately south of its junction with Ormeley Road; (h) just north of No. 292; (i) outside Nos. 275 and 277 and Nos. 320 and 322; (J) outside No. 307; and (k) outside Nos. 327 and 329.
4. Each "speed table" would be an elevated section of carriageway, having a maximum height of 100 millimetres above the existing carriageway, with a flat top that extends across the full width of the carriageway from kerb to kerb so that the flat top of the speed table and the adjoining footways form a continuous surface. Each "sinusoidal" road hump would be a round-topped, elevated section of carriageway that rises no more than 75 millimetres higher than the existing carriageway, extends across the full width of the carriageway from kerb to kerb (in some cases these are extended kerbs) and is 3.7 metres long.

5. The proposed Order is necessary for administrative purposes so as to make the traffic orders reflect the waiting restrictions that currently apply on the ground in Cavendish Road. The proposals to provide speed tables and "sinusoidal" road humps are intended to create improved facilities that will encourage vehicles to slow down and increase the level of priority afforded to pedestrians and cyclists.

A copy of the proposed Order and other documents giving detailed particulars about it and the road humps (including maps) are available for inspection until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order-la) between 9.30 am and 4.30 pm on Mondays to Fridays (except bank/public holidays) at the offices

8. All objections and other representations relating to the proposed Order or road humps must be made in writing and all objections must specify the grounds on which they are made and should be sent to Barbara Poulter, Highways and Enforcement Group, London Borough of Lambeth, 5th Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP, by 24th November 2017. Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.
