LONDON BOROUGH OF BARNET THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20** THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 20** NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 35, 45, 46, 46A, 49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers. In order to deter all-day commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected roads, it is proposed to introduce a Controlled Parking Zone in Argyle Road, Elmbank Avenue, Garthland Drive, Granville Road, Lexington Way, Lingholm Way, Sutton Crescent, Vyse Close, Wellhouse Lane (between Nos.21 and 29 and Nos.120 and 124) and Wellside Close EN5. 1. The general effect of the Charged-for Parking Places Order would be to: (a) introduce parking places for the use of residents and their visitors in Argyle Road, Granville Road, Wellhouse Lane between No.21 to 29 and No.120 to 124, Elmbank Avenue, Garthland Drive, Sutton Crescent, Lingholm Way, Lexington Way EN5. (b) provide that these parking places would operate between 8am and 6.30pm Monday to Saturday, during which vehicles would be required to have has purchased a valid permit or have a visitor voucher displayed in their vehicle to be parked in the parking places. (c) provide resident permit holders only ‘Past this point’ parking areas in Wellside Close and Vyse Close EN5. (d) provide that these resident permit holders only ‘Past this point’ areas would operate between 8am and 6.30pm Monday to Saturday, during which vehicles would be required to have purchased a valid permit or have a visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area. (e) provide that residents residing in the addresses detailed in Schedule to this notice would be eligible to obtain/purchase permits and vouchers which would enable that vehicle to park without limitation during the controlled hours in the parking places and ‘Past this point’ areas referred to in (a) and (c) above. (f) provide that vehicles displaying a valid disabled badge or motorcyclists would be able to park in the parking places and ‘Past this point’ areas during their controlled periods without need to display a permit or voucher 2. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order would be to introduce Monday to Saturday 8am to 6.30pm waiting restrictions along certain lengths of Argyle Road, Granville Road, Wellside Close, Wellhouse Lane between No.21 to 29 and No.120 to 124, Vyse Close, Elmbank Avenue, Garthland Drive, Sutton Crescent, Lingholm Way and Lexington Way EN5 where parking places and other existing waiting restrictions or disabled bays are not provided. Loading would be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 above, for up to 40 minutes provided that the loading/ unloading activity was seen to be actively taking place. In order to prevent obstructive parking, improve traffic flow, sightlines and general road safety, the general effect of the Free Order would be to introduce new waiting restrictions and amend existing waiting restrictions in the borough, as follows. 3. New ‘at any time’ waiting restrictions would be provided around the junctions of: Garthland Drive and Vyse Close, Garthland Drive and Endersby Road, North Close and Escot Way, Denton Close and Escot Way, Denton Close and Aitken Road, Endersby Road and Escot Way, Well Road and Well Approach, Barnet Road and
Elmbank Avenue, Wood Street and Kings Road, Kings Road and Grimsdyke Crescent, Kings Road and Cavendish Road, Barnet Road and Galley Lane, Lexington Way and Sutton Crescent, Lingholm Way and Sutton Crescent, Bells Hill and Dellors Close and Spring Close and Bells Hill EN5. 4. New ‘at any time’ waiting restrictions would be provided on certain lengths of Galley Lane, Barnet Road, Trinder Road, Wellside Close outside Nos. 5 to 7, Argyle Road, Sutton Crescent and Well Approach EN5. 5. New 8am to 6.30pm Monday to Saturday waiting restrictions would be provided on certain lengths of Galley Lane EN5. 6. The existing 8am to 8.30pm Monday to Sunday waiting restrictions at the junctions Garthland Drive and Elmbank Avenue and at the junction of Well Road with Trinder Road EN5 would be upgraded to ‘At any time’ waiting restrictions. 7. The existing 8am to 6.30pm Monday to Saturday waiting restrictions at the St Stephens Road and Bells Hill and at the junction of Bells Hill and Redwood Way EN5 would be upgraded to ‘At any time’ waiting restrictions.
