ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Wayside, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas service works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Wayside, East Sheen.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Wayside, from a point outside the western boundary of No 24 Wayside, north-eastwards to the southern kerb-line of Wayside (east to west arm).
3. The order will come into effect on 16 October 2017. The restrictions will be in force at all times from 16 October 2017 until 20 October 2017 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Wayside (north to south arm) and Wayside (east to west arm).
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames on 5 October 2017 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the St Margarets Riverside Parking Places Order
is extend the permit parking zone, S3, to include Haliburton Road, Heron Road, Kilmorey Gardens, Kilmorey Road, Newry Road Northcote Road and Railshead Road, Twickenham and lengths of St Margarets Road and Talbot Road, Twickenham . providing on street parking for permit holders only The hours of control of the St Margarets Riverside Parking Zone are Monday to Friday 10am to Noon, that is, to exclude Saturdays, Sundays and Bank Holidays.
3. The general effect of the Parking Places Supplementary Provisions Permits Order is to set the charges for parking permits as described in Schedule 1 to this Notice and to set the charges for residents' visitors' parking permits as described in paragraph 9 of this Notice.
4. The general effect of the Waiting and Loading Restriction Order is to
introduce waiting restrictions at various junctions in the zone ("no waiting at any time").
5. The general effects of the Disabled Persons' Parking Places Order is
to amend the layout of a disabled persons' parking place in Kilmorey Gardens, Twickenham.
6. The general effects of the Car Club Bay Order is to relocate the position of a Car Club Bay in Northcote Road, Twickenham.
7. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.
8. The charges for resident, business and multi-zone business parking permits are given in Schedule 1 to this Notice.
9. For a book of ten residents' visitor permits, the charge will be £13.20, or £6.60 if purchased by a person aged 60 years or over. Each permit will be valid between the hours of 8am and 2pm or between 12.30pm and 6.30pm.
10. Copies of the Orders which come into force on 16 October 2017, a plan showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders:-
(a) can be inspected, quoting Reference 17/178, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov. uk/public_notices.
11. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Director of Environment of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by these Orders run, modify or suspend these Orders or any provision thereof.
12. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether their provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 20 April 2018) send a statement in writing of their objection and the grounds of that objection to the address below.
13. Please address any representations to these Orders to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to highwaysandtransport@richmond.gov.uk quoting the reference given above.
14. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within
6 weeks from the date on which the Orders were made, apply for the purpose to the High Court

Charges for parking permits for Zone S3

Temporary Parking Suspension Fitzgerald Road, Mortlake

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works, they have made a temporary Traffic Order, the effect of which will is to introduce a temporary prohibition of traffic in Fitzgerald Road, Mortlake.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Fitzgerald Roast, Mortlake.
3. The order will come into effect on 6 October 2017. The restrictions will be in force at all times from 6 October 2017 until 20 October 2017 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works. The works will be carried out on a rolling basis and the prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
4. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Grosvenor Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water utility works, they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Grosvenor Road, Twickenham.
2. Whilst trie works take place, no person shall cause or permit any vehicle to enter or exit Grosvenor Road, Twickenham at its junction with Holly Road
3. An alternative route for vehicles affected by the closure will be available via Holly Road, Queens Road, Station Yard and Grosvenor Road.
4. The order will come into effect on 8 October 2017. The restrictions will be in force between 9.00am and 1.00pm on 8 October 2017 only whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Road Closure Bessant Drive, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction of a speed table, they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Bessant Drive, Kew.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed in Bessant Drive from the northern side of the mini roundabout to the end of the access road leading to the National Archive, Kew.
3. The order will come into effect on 7 October 2017. The restrictions will be in force from noon on 7 October 2017 until 2pm on 9 October 2017 whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via through the Taylor Wimpey development site.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Waiting Restrictions Queens Road, Richmond

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom utility works, they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Queens Road, Richmond.
Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the following lengths of Queens Road, Richmond:-
(a) on its south-eastern side, from its junction with Park Hill to a point outside No 114 Queens Road;
(b) on its north-western side from the north-eastern kerb-line to the entrance to Queen's Court north-eastwards for a distance of 35 metres.
