LONDON BOROUGH OF HARROW SECTION 16A ROAD TRAFFIC REGULATION ACT 1984.
TEMPORARY TRAFFIC RESTRICTIONS FOR DIWALI CELEBRATIONS

THE COUNCIL OF LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they Intent to make an order under the provisions of Section 16A of the Road Traffic Regulation Act 1984 which shall temporarily introduce a banned right turn in the road and a full road closure listed below to facilitate the Diwali celebrations.

1. This order would come into operation at 17:30 hours on 19th October 2017 and will remain in effect until the completion of the Diwali Celebrations 22:00 hours on 19th October 2017, whichever is the sooner.

2. No person would cause or permit any vehicle to turn right from Wood Lane into the entrance of Shree Swaminaryan Temple, Wood Lane

3. No person would cause or permit any vehicle to enter or exit Dennis Lane between its junction with Wood Lane and London Road.

4. Nothing in Article 2 of this order would apply to:-

(a) any vehicle being used for ambulance, fire brigade or police purposes in an emergency;
(b) anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer;
(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) any vehicles being used in an official capacity in connection with the Diwali Celebrations;
(e) any vehicle needing to gain access to properties within the closed extent as far as is practicably possible.

5. The provisions of this order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 (b) are displayed, removed or covered where applicable.
