ROAD TRAFFIC REGULATION ACT 1984 WOKINGHAM BOROUGH COUNCIL THE WOKINGHAM BOROUGH COUNCIL (VARIOUS ROADS, WOKINGHAM BOROUGH) (STOPPING, WAITING, LOADING AND UNLOADING PROHIBITIONS AND RESTRICTIONS, PARKING PLACES AND RESIDENT PERMIT PARKING PLACES) (MAP-BASED) ORDER 2017

NOTICE IS HEREBY GIVEN THAT Wokingham Borough Council as Traffic Authority HAS MADE the above named Order ("the Order") under Sections 1, 2, 3, 4, 17, 32, 35, 45, 46, 49, 53 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended ("the Act"), the general nature and effect of which are detailed In the Schedule below.

The Order was made on the 18th day of September 2017 and will come into effect on 25th day of September 2017.
Any persons wishing to question the validity of the Order or any of its provisions on the grounds that it is not within the powers conferred by the above provisions of the Act, or that any procedural requirement contained in an instrument made under the Act has been complied with may, within 6 weeks from the date on which the Order was made, make an application for that purpose to the High Court.

Schedule
1. The full or partial revocation of existing Traffic Regulation Orders insofar as they relate to the roads within the Borough affected by the Order. The Order consolidates existing orders. The Order contains the same restrictions as existing Traffic Regulation Orders except those identified in paragraphs 2-10 below and instead of text-based descriptions restrictions shall be delineated in the Order by means of maps going forward;

2. The Council shall not be required to issue additional Residents Permits in respect of properties converted into multiple dwellings;

3. The harmonisation into a single Order of the arrangements for the issue of Residents Permits within the Borough. The fees payable for Residents Permits (currently £30), Carers Permits (currently £5) and for the issue of replacement Permits (currently £15) shall be unchanged. The form of Permits will be changed so as to include the requirement for the vehicle registration mark to be shown on the Permit. No other changes will be made in respect of provisions relating to Residents Permits save for those changes as to eligibility and clarification of the Permitted Hours for use of Permits and as listed in paragraph 4 below;

4. Changes to eligibility for Permits and Permitted Hours

Twyford - London Road There are approx. 8 parking spaces available Eligibility to apply for Permits will no longer be available to any resident of London Road and instead will be limited to numbers 51 - 67 London Road (odds only).
Twyford - The Grove Properties 1-6 Almshouses, at the corner of London Road and the Grove will now be eligible to apply for Permits.
Twyford - Waltham Road Property numbers 2-22 (evens only) will be eligible to apply for permits.
Wokingham - Havelock Road Residents of Lily Court, located on the corner of Havelock Road and Oxford Road are not eligible to apply for permits.
Wokingham - Shute End Properties 2a, 4, 6a & 8 Shute End only are eligible to apply for permits for use in the Milton Road zone
Also, the 'permitted hours' for the residents permit parking zones at the following locations is now confirmed as:-
Wokingham - Ellison The 'permitted hours' for the residents permit parking spaces operates at any time. The 'permitted hours' for Way and Elms Road other spaces within the permit zone remain unaltered.
Wokingham - Rose Street The 'permitted hours' for the residents permit parking spaces operates at any time. The 'permitted hours' for other spaces within the permit zone remain unaltered.

5. Shinfield - Hartley Court The locations for "No Waiting At Any Time" have been altered to reflect the fact this road is no longer a Road (Grazeley) through route since the M4 J11 changes.

6. Twyford - Access Road The disabled badge holders only parking space has been relocated from the middle to the end of the to Waitrose car park parking bay.

7. Twyford - Station Road The disabled badge holders only parking space outside Royal Station Court operates "At Any Time".

8. Twyford - Union Street The disabled badge holders only parking space operates "At Any Time".

9. Wokingham - Milton Road The Doctors parking bay outside no. 4 has been altered to a shared use parking bay.

10.Wokingham - Norreys The footway parking bay outside property numbers 2-16 has been replaced with No Waiting At Any Time.
