PUBLIC NOTICE LONDON BOROUGH OF HARROW SECTION 16A ROAD TRAFFIC REGULATION ACT 1984. TEMPORARY TRAFFIC RESTRICTIONS FOR HARROW HALF MARATHON
THE COUNCIL OF LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they have made an order under the provisions of Section 16A of the Road Traffic Regulation Act 1984 which shall temporarily introduce road closures in the roads listed below to allow The Harrow Half Marathon to take place. The route of the marathon is to take Music Hall, south past Boyer Webb Pavillion, north past Spinney Cottages, left Into Football Lane, left into Peterborough Road, right into Grove Hill, right into Davidson Lane, left into Peterborough Road, ahead into Station Road, Harrow, ahead into Railway Approach, left into The Bridge, ahead into Ellen Webb Drive, ahead into Headstone Drive, ahead into Headstone Gardens, right into Pinner View, through Headstone Manor Recreaction Ground, right into Headstone Lane, left into Uxbridge Road, Hatch End, left into St Thomas' Drive, ahead into George V Avenue, u-turn opposite Nower Hill school, north up George V Avenue, ahead into St Thomas' Drive, left into Uxbridge Road, Pinner, left into Paines Lane, ahead into High Street, Pinner, left into Marsh Road, ahead into Pinner Road, ahead into Headstone Lane, right through Headstone Manor Recreation Ground, right into Parkside Way, left into Kingsfield Avenue, left into Woodberry Avenue, right into Pinner View, left into Cunningham Park, right into Harrow Recreation Ground, right into Hindes Road, right into Roxborough Road, left into Junction Road, left into Headstone Road, right into Kymberley Road, left into Clarendon Road, right into St Anns Road, right into Station Road, Harrow and ahead into Peterborough Road.
1. This order shall come into operation at 06:00 hours on 17th September 2017 and will remain in effect until the completion of the Harrow Half Marathon, or 13:00 hours on that day, whichever is the sooner.
2. Until normal traffic can be resumed, the provisions of this order shall apply.
3. No person shall cause or permit any vehicle to enter or exit any road or parts of roads, specified in item (a) of each numbered section, in the Schedule to this order.
4. No person shall cause or permit any vehicle to enter or exit any roads specified in item (b) of each numbered section in the Schedule to this order, at its junction with the road numbered in that section.
5. No person shall cause or permit any vehicle to turn from any of the roads specified in item (c) of each numbered section in the Schedule to this order, at its junction with the road numbered in that section.
6. Notwithstanding articles 3, 4 and 5 above, persons may cause or permit vehicles to manoeuvre contrary to items (a), (b), or (c) of a numbered section in the Schedule to this order, if permitted under marshalled control by a person authorised by the London Borough of Harrow.
7. No person shall cause or permit any vehicle to enter Station Road, North Harrow, at its junction with Pinner Road.
8. The provisions of Item 11 of Schedule 3 to The Harrow (Prescribed Routes) Traffic Order 2015 shall temporarily be revoked between 06:00 hours and 13:00 hours on 17th September 2017. Grove Hill Road shall revert to a two way street.
9. No person shall cause or permit any vehicle to wait or load, at any time, on any of the roads specified in item (d) of each numbered section in the Schedule to this order.
10. Nothing in Article 2 to 9 of this order shall apply to:-
(a) any vehicle being used for ambulance, fire brigade or police purposes in an emergency;
(b) anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer;
(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) any vehicles being used in an official capacity in connection with the procession.
11. The provisions of this order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 (b) are displayed, removed or covered as necessary.

5. Davidson Lane

18. George V Avenue
(a)
Outside running lane two of the northbound and southbound carriageways between St. Thomas Drive and a point in the central reservation opposite No. 16 George V Avenue.
(b)
(i) Point closures at gaps in the central reservation at their junctions with the northbound and southbound carriageways;
(ii) Point closures at gaps in the service road reservations, excluding the southern and northern most junction for the east and west service roads respectively;
(d)
Between its northern extremity and a point opposite the southern boundary wall of No. 4 George V Avenue.
19. Paines Lane
(a)
