6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

The Council of the London Borough of Richmond upon Thames on the 29 August 2017 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.
The general effect of this Order is to facilitate the holding of street parties in various streets in the borough to allow residents to celebrate a special event within their community.
The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph.
Copies of the Order-fa) can be inspected until 31 December 2017, quoting Reference 17/153 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
