NOTICE OF MAKING THE YORK (FOSSGATE) (EXPERIMENTAL) TRAFFIC ORDER 2017
THE YORK (FOSSGATE) (EXPERIMENTAL) TRAFFIC ORDER 2017 Notice is hereby given that on the 24th day of August 2017 City of York Council (“the Council”) in exercise of powers under Section 9, 10 and Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Officer of police in accordance with Schedule 9 of the Act, made The York (Fossgate) (Experimental) Traffic Order 2017 (“the Order”) which comes into effect on 17th September 2017 for an experimental period of 18 months ending on 17th March 2019 amends the York Traffic Management Order 2014 (or any replacement thereof) by:
(a) Amending the ‘Access Periods’ so that they apply every day from 8am to 6pm with no amendments to existing vehicular access regulations within the said time periods;
(b) Amending ‘ONE WAY’ directional traffic flow in Fossgate to allow a north westerly ‘ONE WAY’ traffic flow, therefore revoking the existing south easterly ‘ONE WAY’ traffic flow in Fossgate; The council will be considering, in due course, whether the provisions of this Experimental Order should be continued in force indefinitely.
Any person wishing to object to the indefinite continuation of the Order must state their grounds for objection in writing to Assistant Director (Economy and Place), West Offices, Station Rise, York, YO1 6GA, so that the objection is received by no later than the 17th day of March 2018. A copy of the Order, statement of reasons for making it and map showing the lengths of road affected may be inspected at the City of York Council Reception at West Offices, Station Rise, York, YO1 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 24th day of August 2017 in respect of each of the locations numbered (1), (2), (3), (4), (5) and (6). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (7), (8) and (9).
(1) GREEN DYKES LANE, YORK This Order prohibits vehicles from proceeding and waiting in that length of Green Dykes Lane, York between its junctions with Hull Road and Thief Lane (closed road) during the period when gas main replacement works being undertaken thereon that period commencing at 0001hrs on 29th day of August 2017 and ending at 2400hrs on the 10th day of September 2017 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the closure period vehicle movements between University Road and Thief Lane will be maintained via temporary traffic lights. An alternative route for diverted traffic will be signed during the works period.
(2) MARKET STREET, YORK This Order prohibits vehicles from proceeding and waiting in Market Street, York (closed road) during the period when carriageway re-instatement works being undertaken thereon, that period commencing at 1800hrs on the 30th day of August 2017 and ending at 0600hrs on the 31st day of August 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the ‘ONE WAY’ direction of traffic flow in Market Street & Feasegate is suspended during the period of physical closure to allow two-way traffic flow in the said roads when the closure is put into effect. An alternative route for diverted traffic will be signed during the works period.
(3) STRENSALL NO. 1 LEVEL CROSSING, STRENSALL This Order prohibits vehicles from proceeding through the Strensall No. 1 Level Crossing on York Road, Strensall (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2300hrs on the 30th day of August 2017 and ending at 0600hrs on the 31st day of August 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via York Road, Ox Carr Lane, Moor Lane, Princess Road, York Road and vice versa.
(4) NEW WALK, YORK This Order prohibits pedestrians and vehicles from proceeding in New Walk, York between its junctions with Maple Grove and Blue Bridge Lane (closed footpath/cycle path) during the period when footpath resurfacing works being undertaken thereon that period commencing at 0001hrs on the 4th day of September 2017 and ending at 2400hrs on the 8th day of September 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(5) HAXBY STATION LEVEL CROSSING, HAXBY This Order prohibits vehicles from proceeding through the Haxby Station Level Crossing on Station Road, Haxby (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2230hrs on the 2nd day of September 2017 and ending at 0900hrs on the 17th day of September 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Station Road, Towthorpe Road, Strensall Road, A1237, York Road, Station Road and vice versa. It is envisaged that the closure will only be put into effect during overnight periods, on the following times and dates: 2230hrs on Saturday 2nd September till 0900hrs on Sunday 3rd September; 2230hrs on Saturday 9th September till 0900hrs on Sunday 10th September; 2230hrs on Saturday 16th September till 0900hrs on Sunday 17th September.
(6) BOOTHAM LEVEL CROSSING, YORK This Order prohibits vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 0030hrs and ending at 0800hrs on the 3rd day of September 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa.
(7) VICTOR STREET, YORK This Order will prohibit vehicles from proceeding and waiting in Victor Street, York (closed road) during the period commencing at 0001hrs on the 11th day of September 2017 and ending at 2400hrs on the 22nd day of October 2017 (works period) or at time when gas main replacement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will be undertaken in 3 phases during the works period. An alternative route for diverted traffic will be signed during the works period.
(8) SCARBOROUGH TERRACE This Order will prohibit vehicles from proceeding and waiting in Scarborough Terrace, York (closed road) during the period commencing at 0001hrs on the 20th day of August 2017 and ending at 2400hrs on the 26th day of August 2017 (works period) or at a time when electricity works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(9) LINK ROAD CONNECTING YORK ROAD & FRONT STREET, ACOMB This Order will prohibit vehicles from proceeding and waiting in the south bound traffic lane of Link Road connecting York Road & Front Street, Acomb (closed traffic lane) during the period commencing at 0001hrs and ending at 2400hrs on the 10th day of September 2017 (works period) or at a time when nearby telecommunication works being undertaken by crane operation within the closed traffic lane have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
