SECTION 14(1 )(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY ROAD CLOSURES - CARRIAGEWAY RESURFACING -VARIOUS ROADS
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to allow carriageway resurfacing work to take place.

1.The order may be cited as The Harrow (Carriageway Resurfacing No.5) Temporary Traffic Order 2017, and would be operational from 08:00hrs on 4th September 2017 and would remain in effect until 7th December 2017 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 7th November 2017. Expected dates of closures for each road are listed below; however, these dates may be subject to change due to operational circumstances. Advanced temporary signage will be erected on-street; and information letters dropped through the letterboxes of affected frontages beforehand, confirming when roads will be closed.
Vehicles would be prohibited from entering or exiting the following lengths of roads when signs are in place;

Talbot Road; at its eastern and western junctions of Sancroft Road; 04/09/17 - 08/09/17 08:00 - 17:00
Hunters Grove; at its junction with Kenton Lane; 06/09/17 - 12/09/17 09:00- 16:00 11/09/17- 15/09/17 09:30 - 16:00
Kenton Park Road; at its junction with Kenton Lane;
Royston Park Road; at its junction with Oxhey Lane;
South Hill Avenue; at its junction with Northolt Road;
Brooke Avenue; at its junction with Northolt Road; 18/09/17 - 26/09/17 20:00 - 05:00
Stanley Road; at its junction with Northolt Road;
The service road fronting No.s 115 and 169 Northolt Road;
Fontwell Close; at its junction with High Road;
Monro Gardens; at its junction with High Road;
Elms Road; at its junction with High Road; 23/10/17-28/10/17 09:30 - 15:30
Boxtree Road; at its junction with High Road;
The service road fronting No. 2 Boxtree Road and No. 505 High Road;

3. The provisions of Item 5 of Schedule 2 to The Harrow (Speed Limit) 2008 (No.45) Traffic Order shall temporarily be revoked. The section of Oxhey Lane between its junction with Uxbridge Road and its northern extent within the London Borough of Harrow shall temporally revert from a 40mph speed limit to a 20mph speed limit.

4. Nothing in paragraph 2 or 3 above would apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;
(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) any vehicles used in connection with the carriageway resurfacing work;
(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

5. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2002 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

via Uxbridge Road, Harrow Weald and High Road and vice versa; via College Hill Road, College Road and High Road and vice versa; via Uxbridge Road, Harrow Weald and High Road and vice versa;
via Kenton Road, Shrewbury Avenue and Newnham Way and vice versa;
via Kenton Road and Honeypot Lane and vice versa;_
via Kenton Road and Honeypot Lane and vice versa;_
via Kenton road and Honeypot Lane and vice versa._
