(BACK WESTERN HILL, DURHAM) (TEMPORARY ROAD CLOSURE) ORDER 2017
(TEMPORARY ROAD CLOSURE) ORDER 2017

The Council on 10/08/17 made an Order under Section 14 (1) of the Road Traffic Regulation Act, 1984, as amended, to close to all traffic an 80m length of Back Western Hill that extends westerly from its junction with North Road, Durham to enable boundary wall construction works to be undertaken. The maximum duration of the temporary closure under the Order is 18 months and is required from 21/08/17 and for the duration of the works, anticipated to be 4 weeks. Alternative route: via Albert Street to the junction with Back Western Hill. The Council proposes in not less than 7 days from the date of this notice to make the following 2 Orders under Section 14 (1) of the Road Traffic Regulation Act, 1984, as amended:

(ST HILDS LANE AND REAR ROAD TO THE REAR OF HILD/BEDE COLLEGE, DURHAM) (TEMPORARY ROAD CLOSURE) ORDER 2017 The effect will be to close to all vehicular traffic:
(1) a 92m length of St Hilds Lane that extends southwards from A690 Gilesgate Roundabout;
(2) a 160m length of St Hilds Lane that extends westerly and south easterly between its junctions with the road in 1; and (3) a 110m length of road leading eastwards to the rear of Hild-Bede College from the road in 1., Durham by reason of telecom duct installation works for Durham University to be undertaken. The maximum duration of the temporary closure under the Order is 18 months and is required from Monday 04/09/17 and for the duration of the works anticipated to be 4 weeks. Alternative route to vehicular traffic locally via open sections of St Hilds Lane, or front Hild-Bede College.

(FOOTPATHS 41 & 42, MAIDEN CASTLE) (TEMPORARY FOOTPATH CLOSURE) ORDER 2017 The effect will be to close to all pedestrian traffic:
a) a 335m length of Footpath (FP) No 41 Durham Parish that extends northwards along the eastern side of the River from its junction with FP No 54 (north of the footpath spanning River Wear); and
b) a 390m length of FP No 42 Durham Parish that extends from the rear of St Cuthbert’s College to the junction with FP No 41, Maiden Castle, Durham by reason of riverbank reinforcement works to be undertaken. The maximum duration of the temporary closure under the Order is 6 months and is required from 04/09/17 and for the duration of the works anticipated to be 12 weeks. Alternative route: from the southern side of the closures from FP No 41 westerly – 1) To A177 then north westerly and turning northerly along Whinney Hill to a) FP No 43 heading eastwards onto the path leading to St Cuthbert’s College to the north western side of FP No 42 closure, and vice versa; and b) Green Lane then easterly along Footpath No 48 passing Durham City Cricket Club to FP No 41 to the northern side of FP No 41 closure, and vice versa; and 2) To FP No 43 then northerly to the rear of the former school Durham Johnston Whinney Hill site leading to the link path leading to the rear of St Cuthbert’s College to the north western side of FP No 42 closure, and vice versa; or onto Whinney Hill to the diversion in 1) b). However, on rare occasions, alternative dates for the above 3 closures may be necessary and these will be signed accordingly.

(RELLY PATH, NEVILLE’S CROSS, DURHAM CITY) (20 MPH SPEED LIMIT) ORDER 2017 The Council proposes to make an Order under Sections 84 & 87 of the Road Traffic Regulation Act 1984, the effect of which is to introduce a 20mph speed limit on the full length of Relly Peth from its junction with the A690 Neville’s Cross Bank in a north westerly direction. A copy of the draft Order and supporting information may be inspected at Durham Clayport Library and at County Hall, Durham during normal opening hours and via the council website.

(A691 / A692 / C10a LEADGATE) (40 MPH SPEED LIMIT) ORDER 2017
The Council proposes to make an Order under Sections 81, 82, 84 & 87 of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to introduce a 40mph speed limit on
(1) C10a Leadgate Rd, Consett from 57m north east of its junction with Newbell Ct in a north easterly then south easterly direction to its junction with the A692 Consett Bypass;
(2) A692 Consett & Leadgate Bypass’ from 24m south west of its junction with C10a Leadgate Rd (Consett) in a north easterly direction to 12m south of its roundabout junction with the A691 / C10a Leadgate Rd / Front St (Leadgate), including the circulatory system;
(3) A691 Villa Real Rd from 48m east of its junction with Granary Ct in an easterly then southerly direction to its roundabout junction with the A692 / C10a Leadgate Rd / Front St (Leadgate), including the circulatory system;
(4) Unc. Werdohl Way from 33m south west of its junction with Derwentside Bus. Pk in a south westerly direction to its roundabout junction with the A691 Villa Real Rd; and
(5) C10a Leadgate Rd / Front St (Leadgate) from its roundabout junction with the A691 / A692 Leadgate Bypass in an easterly direction to 129m west of its junction with Unc Garden Place. A copy of the draft Order and supporting documentation may be inspected at Consett Library and County Hall, Durham Mon-Fri during normal opening hours and via the council website. Any person who wishes to object to the above 2 proposed Orders should send their grounds of objection in writing to Loraine Holding, Legal Assistant at County Hall, Durham or by email to highways.orders@durham.gov.uk  (Quote ref. 151857 for Relly Path notice or ref. 15283 for A691/A692 notice) by 07/09/17.

(BELMONT, CARRVILLE & GILESGATE) (PARKING & WAITING RESTRICTIONS) ORDER 2013 (AMENDMENT NO. 1) ORDER 2017 On 10/08/17 the Council made an Order under Sec. 1, 2, 4, 32 & 35 & Pt. IV of Sch. 9 of the Road Traffic Regulation Act 1984 (“the Act”), as amended, which becomes operational on 21/08/17, the effect of which will extend the existing No Waiting At Any Time on High Street, Belmont from a point opposite No 10 Moor End Terrace in a north easterly direction for 14m. Full details are contained in the sealed Order, which may be inspected at Belmont Library and at County Hall, Durham during normal opening hours and via the Council website. Any person wishing to question the validity of the Order or of any provision contained therein on the grounds that it is not within the powers conferred by “the Act”, as amended, or that any requirement of that Act or of any regulation made under it has not been complied with may within 6 weeks from 17/08/17 apply to make an application for that purpose to the High Court.
