1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 August 2017, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders will be to introduce a controlled parking zone 'MP2' to include the roads or lengths of roads listed in the Schedule to this notice and extend 'MPT controlled parking zone to include Leafield Road.
3. The general effect of the 'Parking Places MP2' Order will be to: -
(a) designate parking places that will operate Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. inclusive in the roads or lengths of roads listed in Schedule 1 to this notice, some of which will be partially on the footway;
(b) specify that-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) the parking places in the lengths of road listed in Schedule 2 to this Notice may also be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the "pay by phone" system. Motor cycles and vehicles displaying a "blue badge" park free;
(iii) the maximum parking period for which a vehicle, displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in a parking place in the lengths of road referred to in Schedule 2 during the permitted hours will be 2 hours with no return for 1 hour;
(iv) the charge for parking in the parking places referred to in sub-paragraph 3(b)(ii) above will be one pound and twenty pence per hour (linear tariff of 10 pence for every 5 minutes, minimum payment 40 pence); any payment by phone will incur a supplementary 20 pence administration charge;
(v) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in Schedule 1 to this notice and Kingston Road, the south side, between No. 248 Kingston Road and No. 312 Kingston Road inclusive. Subject to subparagraphs (vii) to (ix) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;
(vi) charges for other permits will be as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months; annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(vii) there may be an additional £25 charge for the administration of new business, resident or annual visitor permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a business or resident permit within 4 weeks of the Order coming into operation and when a resident permit holder applies for a renewal within 4 weeks of the permit expiring;
(viii) an additional charge (diesel surcharge) will apply to resident, business and trade parking permits for all diesel vehicles. This will be phased in over a 3 year period in MP2 controlled parking zone as follows:-
(I) £90 annual surcharge from the first anniversary of the introduction of the MP2 controlled parking zone;
(II) £115 annual surcharge from the second anniversary;
(III) £150 annual surcharge from third anniversary.
Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(ix) the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum.
4. The general effect of the 'Places MP1' Order will be to extend controlled parking zone 'MP1' to include Leafield Road and designate permit only parking places in Leafield Road that will operate Mondays to Fridays between the hours of 10.00 a.m. and 4.00 p.m. inclusive for the use of the classes of vehicles specified in sub-paragraph 3(b)(i) above. Permit charges will be as those described in sub-paragraphs 3(b)(v) to (ix) above.
5. The general effect of the 'Waiting and Loading' Orders will be to introduce waiting restrictions operating:-
(a) "at any time" or Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. inclusive in the roads or lengths of roads listed in Schedule 1 to this notice;
(b) "at any time" or Mondays to Fridays between the hours of 10 a.m. and 4 p.m. inclusive in the Leafield Road;
(c) "at any time" in the lengths of roads specified in Schedule 3 to this notice.
6. A copy of each of the Orders, which will come into force on 29 August 2017 and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.
2. The general effect of the Orders would be to convert sections of existing parking places, in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.
3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/CROSSOVER8, no later than 1 September 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE, KT3 (NO. 2) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecoms maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in the said road.
2. Whilst the works take place no person would cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between
a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing.
3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular access to properties adjacent to the prohibited length of road would be maintained insofar as access is reasonably practicable without interference with the said works.
5. An alternative route for diverted traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
7. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
8. The prohibition would apply between 11pm on Wednesday 20th September 2017 and 6am on Thursday 21st September 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(VARIOUS ROADS) (NO. 10) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The London Borough of Merton Council hereby give notice, that to facilitate a programme of footway reconstruction and maintenance works to be undertaken in the roads specified in the Schedule to this Notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit:-
(a) pedestrians from entering or proceeding on the footways in those roads; and
(b) vehicular traffic from parking or waiting in those roads.
2. Pedestrians affected by a footway closure should proceed via the adjacent footway.
3. Any designated parking place situated in any of the roads specified in the Schedule to this Notice will be suspended for the duration of the works in those roads or lengths of roads. The works will be carried out under a rolling programme of parking suspension to minimise inconvenience to residents.
4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;
(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.
7. The Order will come into force on Monday 21 August 2017 and the anticipated works dates are listed in the Schedule to this Notice. However, the Order will remain in operation for a maximum period of 12 months during which its provisions will be re-introduced should further works be required.
